S-1077 - 07/27/2004 - LIBRARY - Ordinances Supporting Documents• AGENDA ITEM Regular Board of Trustees Meeting of July 27, 2004 SUBJECT: A Revision of Oak Brook Public Library General Policy FROM: Meg Klinkow, Library Director `� BUDGET SOURCE /BUDGET IMPACT: N/A RECOMMENDED MOTION: I move for passage of Ordinance 2003- LY -EX1-S -1077, "An Ordinance Amending the Oak Brook Public Library General Policy." Background /History: The General Policy currently prohibits eating, drinking and smoking in the Library However, Library patrons frequently request the privilege of drinking coffee in the Library. Additionally, the Friends of the Library have requested that they be able to hire Bath and Tennis staff to serve white wine or champagne at their October Evergreen Concert to be held in the Library Meeting Room. To address these perceived needs, the Library Comnrussion and I met on July 19, 2004 at a Special Commission meeting and determined to make a recommendation to revise the General Policy Our recommendation is made in anticipation of selling drinks and light food in the lobby, allowing drinks in covered cups in the main part of the Library and allowing occasional alcoholic beverages in the Meeting Room and Meeting Room garden at the discretion of the Library Director and in conformance with all applicable statutes and Village Policies and Ordinances. A special event liquor license will be obtained in advance of any event which involves the serving of alcoholic beverages. Recommendation: As per the recommendation of the Oak Brook Public Library Commission and Library Director, I request that the General Policy be amended to read as follows. "No smoking is allowed in the library Eating and drinking, including alcoholic beverages, are allowed at the discretion of the Library Director in conformance with all applicable statutes and Village Policies and Ordinances." The Library Commission and Library Director Klinkow met on July 19, 2004 at a Special Commission meeting and determined to revise the Library Meeting Room and Group Study Rooms Policy. VILLAGE OF OAK BROOK Minutes Page 10 of 18 July 27, 2004 ORDINANCE 2004- LY -EX1 -S -1077 AN ORDINANCE ADOPTING A REVISION OF THE GENERAL POLICY FOR THE OAK BROOK PUBLIC LIBRARY WHEREAS, the Village Board of the Village of Oak Brook passed Ordinance 94- LY -E1 -S -778 entitled, "An Ordinance Adopting a General Policy for the Oak Brook Free Public Library" on August 9, 1994, and WHEREAS, the General Policy, (hereinafter referred to as, "Policy'), adopted in 1994, requires the Library Director and Library Commission to review that Policy biennially which was last modified on July 8, 2003 and codified as Ordinance S -1045, and WHEREAS, the Library Commission and Library Director recommend revisions in the section in the Policy pertaining to permitting beverages and food in the Library, and WHEREAS, the attached revisions have been approved by both the Oak Brook Library Commission and the Library Director, and NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows Section 1: That the revision of the Policy, a copy of which is attached hereto and incorporated herein as Exhibit A, is hereby approved and adopted in its entirety Section 2 That the Village Clerk is hereby authorized and directed to publish this ordinance in pamphlet form in the manner provided by law.
