AGENDA ITEM Regular Board of Trustees Meeting of July 27, 2004 SUBJECT: An Amendment to the Library Meeting Room and Group Study Rooms Policy FROM: Meg Klinkow, Library Director BUDGET SOURCE /BUDGET IMPACT: N/A RECOMMENDED MOTION: I move for the passage of Ordinance 2004- LY -EXI -S -1078, "An Ordinance Amending the Library Meeting Room and Group Study Rooms Policy." Background /History: The Friends of the Library have requested that they be able to hire the Bath and Tennis staff to serve white wine or champagne at the Evergreen Concert in October to be held in the Library Meeting Room. The Library Commission and I met on July 19, 2004 at a Special Commission meeting and determined to revise the Library Meeting Room and Group Study Rooms Policy. Our recommendation is to allow alcoholic beverages in the Meeting Room and Meeting Room garden at the discretion of the Library Director and in conformance with all applicable statutes and Village Policies and Ordinances. A special event liquor license will be obtained in advance of any event which involves the serving of alcoholic beverages Recommendation: As per the recommendation of the Oak Brook Public Library Commission and Library Director, I request that the Library Meeting Room and Group Study Rooms Policy be amended to read as follows. "No smoking is allowed in the library. VILLAGE OF OAK BROOK Minutes Page 10 of 18 July 27, 2004 0 ORDINANCE 2004- LY -EX1 -S -1078 AN ORDINANCE ADOPTING THE THIRD AMENDMENT TO THE LIBRARY MEETING ROOM AND GROUP STUDY ROOMS POLICY WHEREAS, on March 26, 2002, the Village Board passed an Ordinance S -1010 entitled, "An Ordinance Adopting the Library Meeting Room Policy', and on September 24, 2002, amended and adopted an Ordinance S -1025, entitled Library Meeting Rooms and Group Study Rooms Policy, and on June 22, 2004 further amended and adopted Ordinance S -1074, and WHEREAS, the Library Commission and Library Director recommend revisions in the Meeting Room and Group Study Rooms Policy, (hereinafter referred to as, "Policy "), pertaining to permitting alcoholic beverages in the Meeting Room and Garden, and WHEREAS, the Library Commission has recommended that the Village Board adopt the Policy, as amended, a copy of which is attached as Exhibit A, and NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows Section 1 That the Third Amendment to the Library Meeting Room and Group Study Rooms Policy, a copy of which is attached hereto and incorporated herein as Exhibit A, is hereby approved and adopted in its entirety and supersedes all prior editions of the Policy Section 2 This ordinance shall be in full force and effect from and after its passage, approval and publication as required by law Section 3 All ordinances or parts thereof in conflict with the provisions of this ordinance be and the same are hereby repealed to the extent of such conflict APPROVED THIS 27th day of July, 2004 Village Pr96ident PASSED THIS 27th day of July, 2004 Ayes Trustees Aktipis, Caleel, Korin, Yusuf and Zannis Nays None Absent Triistpt- Craig ATTEST �� . i its �� i� � � ✓ li i. � � � � Village Clerk OF 044, ��IliTY ,t
