Backeround/Historv: Prior to 2007, an 80 foot tall "lattice" radio equipment tower was in use on the grounds of the Butler Government Center adjacent to the current monopole tower. A lattice tower or truss tower is a freestanding framework tower constructed from tubular steel. The tower was constructed in the 1970's in several sections which taper exponentially with height, in the manner of the Eiffel Tower in Paris. In January 2007, Sprint/Nextel contracted with the Village to construct the current 80 foot tall monopole radio tower which is adjacent to Fire Station 1 and the Public Works facility. As a condition of the construction, Sprint/Nextel agreed to relocate all of the Village's Public Safety Antennas to the new tower and dismantle the old "lattice" tower. At the time, the Village was unsure if we would have any future need for the "old" tower, so the Village requested that the tower be placed on the ground between the Fire Station 1 and Public Works buildings as staff investigated potential future uses of the tower. The Village looked at the possibility of relocating the tower to another site like Fire Station 2. Several proposals were received with indicated that to relocate the tower to another site in the Village would cost in excess of $20,000. After a complete analysis, staff has determined that the tower is no longer needed and has reached the end of its useful life. The attached ordinance authorizes the sale or disposal of the 80 foot lattice tower. The Village will first register with an online auctioneer run by the State of Illinois, known as iBid. If inadequate or no bids are received through the online auction, staff will advertise for bids in the local newspaper. If no bids are received, this item will be properly disposed of. Recommendation: Staff recommends that the Village Board adopt the attached ordinance authorizing the sale or disposal of this surplus item. 1� N ORDINANCE 2011 -PP -S -1317 AN ORDINANCE AUTHORIZING THE SALE, DONATION OR DISPOSAL OF CERTAIN ITEMS OF PERSONAL PROPERTY OWNED BY THE VILLAGE OF OAK BROOK WHEREAS, in the opinion of a majority of the corporate authorities, it is no longer necessary or useful or in the best interests of the Village to retain the item of personal property listed below; and WHEREAS, the Village wishes to dispose of said property by sale, donation or disposal; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: The foregoing recitals are incorporated herein as findings of the corporate authorities. Section 2: Pursuant to 65 ILCS 5/11 -76-4, the President and Board of Trustees find that the item listed below, now owned by the Village, is surplus property and is no longer necessary or useful to the Village and the best interests of the Village will be served by its sale. 80' FOOT LATTICE TOWER Section 3: Pursuant to 65 ILCS 5/11 -764, the Village Manager is hereby authorized and directed to dispose of the above item by sale, if possible, or by donation or disposal if sale is not possible.
