SUBJECT: 16th Street Traffic Regulations; U Turn Prohibited

RECOMMENDED MOTION: Motion for passage of Ordinance 2012- TC -RR -G -986 "An
Ordinance Amending Chapter 2 (Traffic Schedules) of Title 7 (Motor Vehicles and Traffic) of
the Village Code of the Village of Oak Brook in Relation to 16th Street'
Background/History: U -turns are currently prohibited on 16`" Street from IL 83 east to the first
entrance to the Oakbrook Center. The Public Works Department has received requests from
residents of the Oak Brook Club to restrict U -turns on 16`h Street in the vicinity of the Oak Brook
Club entrance. Adding this area to the section of 16a' already designated as no U -turn would
make the entire length of 16`s Street a no U -turn area. This designation does not present an
undue hardship to motorists as there are several other options for motorists wishing to reverse
direction.
Recommendation: The recommendation is for Passage of Ordinance 2012- TC -RR -G -986.

ORDINANCE 2012- TC -RR -G -986
AN ORDINANCE AMENDING CHAPTER 2 (TRAFFIC SCHEDULES)
OF TITLE 7 (MOTOR VEHICLES AND TRAFFIC) OF THE VILLAGE CODE
OF THE VILLAGE OF OAK BROOK IN RELATION TO 16TH STREET
WHEREAS, Title 7 (Motor Vehicles and Traffic), Section 7 -2 -1 (Traffic Schedules), Schedule X
(U- Turns) of the Village Code of the Village of Oak Brook prohibits U -turns on certain streets; and
WHEREAS, the Village has received multiple requests to prohibit U -turns on 16th Street near the
Oak Brook Club entrance in order to improve traffic safety; and
WHEREAS, the President and Board of Trustees of the Village deem it advisable and in the best
interest and in furtherance of the general welfare of the citizens of the Village that Schedule X of Section
7 -2 -1 of the Village Code be amended.
NOW THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Ordinance as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Amendment to Section 7 -2 -1, Schedule X. Schedule X of Section 7 -2 -1 of the
Village Code shall be amended as follows:
It shall be unlawful for the operator of any motor vehicle to make a U -turn as follows:
16'" Street, eastbound and westbound between Illinois Route 83 and Oakbrook Center
entrance road Spring Road
Section 3: Severability. If any provision of this Ordinance or part thereof is held invalid by a
court of competent jurisdiction, the remaining provisions of this Ordinance shall remain in full force and
effect, and shall be interpreted, applied, and enforced so as to achieve, as near as may be, the purpose
and intent of this Ordinance to the greatest extent permitted by applicable law.
Section 4: Effective Date. This Ordinance shall be in full force and effect from and after its
passage, approval, and publication in the manner provided by law.
