RECOMMENDED MOTION: I Move For Passage Of Ordinance G -878, An Ordinance
Revising Plan Review Fees and Amending Sections 8 -5 -2, 8 -5 -4 and 9 -7 -8 of the Village
Code of the Village of Oak Brook, Illinois
Background/History:
Per action at the December 9, 2008 Board of Trustees meeting, I have been directed to prepare
the attached Ordinance which updates the Village's plan review fees in addition to increasing the
fee for starting work without a permit.
Recommendation:
I recommend that this Ordinance be passed.
ORDINANCE 2008- PW +SWM- FEE -G -878
AN ORDINANCE REVISING PLAN REVIEW
FEES AND AMENDING SECTIONS 8-5-2,8-5-4 AND 9 -7 -8
OF THE VILLAGE CODE OF THE VILLAGE OF OAK BROOK
WHEREAS, the President and Board of Trustees of the Village of Oak Brook, Illinois have
heretofore, by ordinance, established rates, fees and service charges within Title 8 (Public Works) and
Title 9 (Stormwater, et al) of the Village Code, and
WHEREAS, the Village Engineer has recommended an increase in the fees contained in
Sections 8 -5 -2, 8 -5 -4 and 9 -7 -8 of the Village Code, and
WHEREAS, the Village President and Board of Trustees have reviewed these proposed
amendments and have approved the changes recommended by the Village Engineer, and
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows
Section 1 The foregoing preamble is restated and incorporated herein by reference as though
fully set forth herein
Section 2 Section 8 -5 -2A1 of the Village Code is hereby amended to read as follows
1 Plan Review Actual hours of review multiplied by fifty -six dollars ($5600) per hour
Minimum fee fifty -six dollars ($56 00)
In addition to the above fees, all applicants shall reimburse the Village for any outside
consulting review charges within thirty (30) days of the date the Village seeks reimbursement
for such charges
Section 3 Section 8 -5 -4 of the Village Code is hereby amended to read as follows
Starting Work Without Permit- In addition to the fees and charges listed in section 8 -5 -2 of this
chapter, a fee of two hundred, fifty dollars ($250 00) shall be charged to an applicant who begins
work without a permit
Section 4 Section 9 -7 -8A of the Village Code is hereby amended to read as follows
A Plan Review Actual hours of review multiplied by fifty -six dollars ($5600) per hour
Minimum Fee fifty six dollars ($56 00)
In addition to the above fees, all applicants shall reimburse the village for any outside
consulting review charges within thirty (30) days of the date the village seeks reimbursement
for such charges
Section 5 If any section, paragraph, clause or provision of this ordinance shall be held invalid,
the invalidity thereof shall not effect any of the other provisions of this ordinance
Section 6 All ordinances in conflict herewith are hereby repealed to the extent of such conflict
Section 7 This ordinance shall be in full force and effect from and after its passage, approval
and publication as required by law

SUBJECT: Amendment to Section 8 -5 -2A - Fees and Charges — Public Works
Amendment to Section 8 -5 -4 — Starting Work without Permit — Public Works
Amendment to Section 9 -7 -8A - Permit Fees — Stormwater Regulations

RECOMMENDED MOTION: I move that the Village Board approve the recommended
changes to Sections 8 -5 -2A, 8 -5 -4, and 9 -7 -8A and authorize
the Village Attorney to prepare the necessary ordinance for
final consideration at the December 15, 2008 Board meeting.
Background/History:
The Community Development Department is recommending an increase in plan and application
examination and review fees from $53.00 to $56.00 per hour. Since the Public Works section
and the Stormwater Management section of the Village Code have similar $53.00 per hour plan
review fees, and since it would be unreasonably cumbersome to have two sets of plan review
charges to be administered by the Community Development Department, I recommend that these
two sections also be increased to the $56.00 per hour charge.
The Community Development Department is also recommending an increase in the fee for
starting work without a permit from $160.00 to $250.00. Since the Public Works section of the
Village Code has a $150.00 fee, and since it would be unreasonably cumbersome to have two
fees to be administered, I recommend that Section 8 -5 -4 also be increased to $250.00.
Recommendation:
I recommend that the Village Board approve the recommended changes to Sections 8 -5 -2A, 8 -5-
4. and 9 -7 -8A and authorize the Village Attorney to prepare the necessary ordinance
