SUBJECT: Award of Contract—Water Meter Transmission Units (MTU's)

BUDGET SOURCE/BUDGET IMPACT: Water Operations Fund (351-90900) includes
$100,000 for Replacement MTU's
RECOMMENDED MOTION: I move that the Village Board waive bidding due to
sole source and issue a purchase order in the amount of $100,000 to Aclara
Technologies, Chicago, Illinois, for the purchase of Meter Transmission Units (MTU's)
and approve Resolution R-1611.
Back2round/History:
In 2003, the Village awarded a contract Aclara Technologies (formally National
Waterworks and Hexogram) for the Water Meter System Replacement. The system is an
automated water meter system that include meter transmission units (MTU's) on the
outside of the meters that provide hourly, time-stamped reads for comprehensive data on
water usage, and the ability to implement advanced functions such as system
reconciliation and leak detection. The MTU's are over 13 years old, have not been
reading properly and need to be replaced. The MTU's are also proprietary and can only
be purchased through Aclara Technologies since they have the exclusive franchise in
Illinois. Approximately one thousand MTU's will be replaced in 2017. The MTV's cost
$92 each and will replaced in-house by Public Works Department staff members.
Recommendation:
That the Village Board issue a Purchase Order in the amount of $100,000 to Aclara
Technologies, Chicago, Illinois, for the purchase of Water Meter Transmission Units
(MTU's)and approve Resolution R-1611.
