RECOMMENDED MOTION: I move that the Village Board award a
Professional Services Agreement to the company with the best overall value, Jeff
Ellis Management,LLC.,Windermre, FL for the 2017 Aquatic Services at the Swim
& Tennis Club and approve Resolution 1616
Background/History:
On December 20, 2016 a Request for Proposals (RFP) was posted on the Village website
and sent to 3 companies for the aquatics management services for the Oak Brook Swim
&Tennis Club. On January 5, 2017,the Village received 3 proposals:
USA Management $107,630.00
Jeff Ellis Management, LLC. $109,000.20
Pool Guards, Inc. $115,012.00
After reviewing the proposals and conducting interviews, staff determined Jeff Ellis
Management, LLC best suites our needs and budget. They managed the lifeguarding
services for the Oak Brook Swim & Tennis Club from 2008-2013 and are very familiar
with our pools and membership. Also, staff checked references and is satisfied.
Recommendation
That the Village Board award a Professional Services Agreement to the company with
the best overall value, Jeff Ellis Management, LLC.,Windermre, FL for the 2017 Aquatic
Services at the Swim&Tennis Club and approve Resolution 1616.

RESOLUTION 2017-S&T/P-R-1616
A RESOLUTION APPROVING AND AUTHORIZING THE AWARD OF A CONTRACT
TO JEFF ELLIS MANAGEMENT LLC TO PROVIDE AQUATIC SERVICES
WHEREAS, in 2006, the Village of Oak Brook("Village's privatized the facility management, life
guarding, pool maintenance, and chemical treatment services for the Swim and Tennis Club aquatic
facility(collectively, "Aquatic Services'); and
WHEREAS, in 2016, the Village issued a request for proposals to provide the Village with the
Aquatic Services("RFP')for the 2017 summer season with one year options to renew for the 2018, 2019,
2020, and 2021 summer seasons; and
WHEREAS, Jeff Ellis Management LLC submitted the proposal with the best overall value to the
Village; and
WHEREAS, consistent with the RFP, Village staff recommends that the Village enter into a
Professional Services Agreement with Jeff Ellis Management LLC to provide the Village Aquatic Services
for the 2017 season for an amount not to exceed $109,000.20("Agreement'j; and
WHEREAS, the President and Board of Trustees, being fully advised in the premises, have
determined that it is in the best interests of the Village and its residents to approve the Agreement;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of Agreement. The President and Board of Trustees hereby approve
the Agreement with Jeff Ellis Management LLC in substantially the same form as attached as Exhibit A.
Section 3: Authorization and Execution of Agreements. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the Agreement between the Village and Jeff Ellis
Management LLC after receipt of the final Agreement fully executed by Jeff Ellis Management LLC.
Section 4: Effective Date. This Resolution shall be in full force upon passage and approval
in the manner provided by law.
