SUBJECT: Award of Contract – 2017 – 2020 Tree Maintenance

BUDGET SOURCE/BUDGET IMPACT: $100,000 in Program 335-76800 for 2017
RECOMMENDED MOTION: I move that the Village Board award a four-year
contract for Tree Maintenance to the lowest responsive and responsible bidder, Winkler’s
Tree and Landscaping, LaGrange, Illinois, for the estimated cost of $70,000 ($26,250 for
2017, $25,000 for 2018, $12,500 for 2019, and $6,250 for 2020) as indicated on the
attached bid tabulation, and approve Resolution R-1624.
Background/History:
A solicitation for bids for the Tree Maintenance was posted on Village website and sent
to six (6) companies on Wednesday, February 1, 2017. Seven (7) sealed bids were
received and opened on Wednesday, February 15, 2017. Winkler’s Tree and Landscaping
was the Village’s tree maintenance vendor from 2009 – 2013 and performed adequately.
Also, staff checked references and is satisfied.
The parkway tree maintenance program was established in 1995 and has been undertaken
each year since inception. Benefits of cyclic tree pruning include improvement in tree
structure, shape, and enhanced growth. Removal of dead and hazardous trees is also
included in the contract.
Recommendation:
That the Village Board award a four-year contract for Tree Maintenance to the lowest
responsive and responsible bidder, Winkler’s Tree and Landscaping, LaGrange, Illinois,
for the estimated lump sum cost of $70,000 ($26,250 for 2017, $25,000 for 2018,
$12,500 for 2019, and $6,250 for 2020) as indicated on the attached bid tabulation, and
approve Resolution R-1624.

RESOLUTION 2017-TREE-CNTRCT-R-1624
A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF
A CONTRACT FOR TREE MAINTENANCE SERVICES
BY AND BETWEEN THE VILLAGE OF OAK BROOK AND WINKLER’S TREE AND LANDSCAPING
WHEREAS, the Village desires to procure tree maintenance services to maintain the trees
planted on the parkways within the Village ("Tree Maintenance Services"); and
WHEREAS, the Village solicited bids for the Tree Maintenance Services; and
WHEREAS, Winkler’s Tree and Landscaping ("Winklers") was the lowest responsive and
responsible bidder for the Tree Maintenance Services; and
WHEREAS, Winklers served as the Village’s tree maintenance vendor from 2009-2013 and staff
was satisfied with the services; and
WHEREAS, the Village and Winklers desire to enter into and execute a four-year Contract for
Winklers to perform the Tree Maintenance Services, in the estimated lump sum cost of $70,000, attached
hereto as Exhibit A ("Contract"); and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to enter into the Contract for the Tree Maintenance Services;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Contract. The President and Board of Trustees hereby approve
the Agreement by and between the Village and Winklers in a final form acceptable to the Village Manager
and the Village Attorney.
Section 3: Authorization and Execution of the Contract. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the Contract on behalf of the Village.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
