SUBJECT: Award of Contract — Professional Engineering Services Agreement for
North York Road and Harger Road Intersection Improvement Project

BUDGET SOURCE/BUDGET IMPACT: $281,870 from Motor Fuel Tax Fund
RECOMMENDED MOTION: I move that the Village Board award a Professional
Engineering Services Agreement to Civiltech Engineering, Inc., Itasca, Illinois, for the
North York Road and Harger Road Intersection Improvement Project and approve
Resolution R-1644
Background/History:
In December 2016, the Village received a surface transportation funding grant (STP)
from DuPage Mayors and Managers Conference. The grant is for the redesign and
reconstruction of the intersection at north York Road and Harger Road. The total project
is estimated at $3,630,000 and completion is scheduled for 2020. The Village's portion
is 45% or $1.63 million dollars, the remaining $2 million will be provided through the
STP grant.
Civiltech Engineering, Inc. worked with the Village to prepare and submit the STP grant
application. Additionally, Civiltech worked with staff on a preliminary conceptual design
of the intersection(see attached).
The cost estimate for Phase I Professional Engineering Services is $275,100.
Phase I includes:
• Data collection, and early coordination
• Field survey, and preparation of base CAD design files
• Crash,traffic, and noise analyses
• Geometric studies

• Preliminary environmental assessment, wetland delineation, and drainage
study
• Draft project development, agency coordination, public involvement, and
final project development report
The cost estimate for Phase II Professional Engineering Services is $351,278.
Phase II includes:
• Coordinate with Phase I project development
• Field survey, data collection, and review
• Subsurface soils, and pavement investigation
• Wetland, drainage, storm water,NPDES permitting, and documentation
• Traffic signal, lighting, and structural design
• Preliminary plane 65%
• Pre-final plans 90%
• Final plans 100%
• Project administration and coordination
This project will be funded through STP funds and the Village Motor Fuel Tax Fund.
Recommendation:
Staff recommends that the Village Board award a Professional Engineering Services
Agreement to Civiltech Engineering, Inc., Itasca, Illinois, for the North York Road and
Harger Road Intersection Improvement Project and approve Resolution R-1644.

RESOLUTION 2017-ENG-ST-PRJT-R-1644
A RESOLUTION APPROVING AND AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES
AGREEMENT BY AND BETWEEN THE VILLAGE OF OAK BROOK AND CIVILTECH ENGINEERING,
INC. FOR PHASE I AND PHASE 11 OF THE NORTH YORK ROAD AND HARGER ROAD
INTERSECTION IMPROVEMENT PROJECT
WHEREAS, in December 2016 the Village received a surface transportation funding grant
("Grant'l to redesign and reconstruct the intersection of North York Road and Harger Road ("Project'j;
and
WHEREAS, the Village desires to retain an engineer to provide Phase I and II Professional
Engineering Services("Services")for the Project; and
WHEREAS, Civiltech Engineering, Inc. ("Civiltech'I worked with the Village to obtain the Grant
and also on a preliminary conceptual design of the Project; and
WHEREAS, pursuant to the Local Government Professional Services Selection Act ("AcC), 50
ILCS 510/0.01 et seq., and Section 1-7-6 of the Village Code, the Village is not required to follow the
notice, evaluation, and selection procedures set forth in the Act for engineering services provided by
engineers who have a satisfactory relationship with the Village; and
WHEREAS, the Village and Civiltech desire to enter into and execute an agreement for Civiltech
to provide the Services to the Village for an amount not to exceed $626,378 ($275,100 for Phase I,
$351,278 for Phase II)("Agreemenf'),which Agreement is attached to this Resolution as Exhibit A; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to enter into the Agreement;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of,this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby
approve the Agreement by and between the Village and Civiltech in substantially the same form as
attached as Exhibit A, and in a final form approved by the Village Attorney.
Section 3: Authorization and Execution of the Agreement. The Village Manager and Village
Clerk shall be, and hereby are, authorized to execute the Agreement after receipt of the final Agreement
fully executed by Civiltech.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
