SUBJECT: Golf Surcharge Fund

BUDGET SOURCE/BUDGET IMPACT: Amending the 2017 budget to move items
previously budgeted in Sports Core Fund program 844 to the newly created Golf
Surcharge Fund program 845. Also, creating a transfer budget from the Sports Core
Fund to the Golf Surcharge Fund to move accumulated golf surcharge funds.
RECOMMENDED MOTION: I move that the Village Board approve Resolution
2017-FI-GOLF-FUND-R-1660 "A Resolution To Create a New Fund For The Golf
Surcharge"to create a separate Golf Surcharge enterprise fund.
If approved, I also move that the Village Board approve Ordinance 2017-BU-AMEND-S-
1507 "An Ordinance Authorizing an Amendment to the 2017 Budget"to transfer the
accumulated golf surcharge balance from the Sports Core Fund to the newly created Golf
Surcharge Fund and establish budget balances in the Golf Surcharge Fund.
Background/History:
At the July 11, 2017 Board Meeting, two trustees requested that the golf surcharge
balances be established as a separate fund. Currently, golf surcharge activity is recorded
in the Sports Core Fund as a separate program(program#844) that gets consolidated with
the other Sports Core activities. Additionally, the accumulated golf surcharge investment
balance is recorded on the consolidated Sports Core balance sheet with all other
programs. The resolution presented will create a new, separate fund for the golf
surcharge activity going forward.
If the resolution is approved, an additional budget amendment ordinance will be
necessary to create a transfer of accumulated golf surcharge funds from the Sports Core
Fund to the newly created Golf Surcharge Fund. Also, the ordinance will establish

budget balances in the new Golf Surcharge Fund that were previously in the Sports Core
Fund. This ordinance will only be needed if Resolution 2017-FI-GOLF-FUND-R-1660
is approved.
Recommendation:
I move that the Village Board approve Resolution 2017-FI-GOLF-FUND-R-1660 "A
Resolution To Create a New Fund For The Golf Surcharge"to create a separate Golf
Surcharge enterprise fund and approve Ordinance 2017-BU-AMEND-S-1507 "An
Ordinance Authorizing an Amendment to the 2017 Budget'to transfer the accumulated
golf surcharge balance from the Sports Core Fund to the newly created Golf Surcharge
Fund and establish budget balances in the Golf Surcharge Fund.

A RESOLUTION TO CREATE A NEW FUND FOR THE GOLF SURCHARGE
WHEREAS, the Village collects a golf surcharge fee that is accumulated in the Sports Core Fund;
and
WHEREAS, the Village desires to keep the accumulated golf surcharge funds separate from the
operations of the Sports Core Fund; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to create a new Golf Surcharge Fund.
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The Village of Oak Brook establishes a new enterprise fund titled the
Golf Surcharge Fund (Fund 53)to be funded by the collection of the golf surcharge revenue.
Section 2: Transfer of Funds. Any accumulated funds currently designated as golf
surcharge funds that are currently recorded in the Sports Core Fund will be transferred into the newly
created Golf Surcharge Fund.
Section 3: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.

ORDINANCE 2017-BU-AMEND-S-1507
AN ORDINANCE AUTHORIZING AN AMENDMENT
TO THE 2017 BUDGET
WHEREAS, the Village Manager has recommended an amendment to the 2017 Budget by
increasing the Sports Core Fund to transfer the accumulated golf surcharge balance to the Golf
Surcharge Fund; and
WHEREAS, the Village President and Board of Trustees concur with and approve of the Village
Manager's recommendations.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS that the following
transfers are hereby authorized:
Section 1: The recitals above are hereby incorporated into and made a part of this ordinance.
Section 2: The Sports Core Fund and Golf Surcharge Fund 2017 budget is amended to reflect
changes in the attached schedule, attached as "Exhibit A", by increasing or decreasing as shown in the
column labeled "Amendment".
Section 3: This ordinance shall be in full force and effect from and after its passage and approval
as required by law.
Section 4: All ordinances or parts thereof in conflict with the provisions of this ordinance be and
the same are hereby repealed to the extent of such conflict.
