SUBJECT: Award of Contract — Intergovernmental Agreement between the Illinois
State Toll Highway Authority and the Village of Oak Brook

The three (3)year multiyear IGA, expense is as follows.
$762,420= 35% 2018 due at notice to proceed
$762,420= 35% 2019 due at construction completion
$653,503 = 30% 2020 due one(1) year after construction completion
RECOMMENDED MOTION: I move that the Village Board approve a three (3) year
Intergovernmental Agreement (IGA) between the Illinois State Toll
Highway Authority and the Village of Oak Brook for Reconstruction of
the York Road Bridge Deck (Serial #281) over 1-88, and approve
Resolution R-1674.
Backsround/History: : For years, the Village has been looking at ways to improve the
traffic flow on north York Road and to gain access to westbound Harger and westbound
1-88. In 2012 there was discussion of a Roundabout design, which was replaced by a
signalized intersection at York and Harger Roads. Civiltech Engineering was contracted
by the Village to design a conceptual plan for connecting Timber Edge, the 1-88 entrance
ramp, and the York and Harger intersection, and to apply for a Surface Transportation
Program (STP) Grant based on these plans. Attached is a copy of the conceptually
designed intersection, highlighted in yellow, with the bridge highlighted in blue. To
continue with the improvements at the York and Harger intersection, the Tollway Bridge
would need to be widened to accommodate for a left turn lane on the bridge heading
northbound York Rd. to westbound Harger Rd. This bridge is part of an

Intergovernmental Agreement (IGA) between the Tollway and the Village, dated
November 16, 2000. Under the existing IGA, the Village is responsible for paying for
and maintaining the bridge deck. This bridge is scheduled for total reconstruction in
2018. At the July 12, 2016 meeting, the Village Board authorized staff to request that the
Tollway widen the bridge in compliance with the proposed York Road and Harger Road
intersection configuration, and obtain pricing for removing the existing median and
widening the bridge deck an additional 2' — 10" to align with the intersection roadway.
This multiyear IGA is the result of staffs request that the Tollway widen the Bridge Deck.
Recommendation
That the Village Board approve a three (3) year Intergovernmental Agreement (IGA)
between the Illinois State Toll Highway Authority and the Village of Oak Brook for
Reconstruction of the York Road Bridge Deck (Serial #281) over I-88, and approve
Resolution R-1674.
