R-1278 - 07/09/2013 - ELECTRIC AGGREGATION - Resolutions Supporting Documents OF 0Ak v G� X90 ` O G p OOUNt*i, AGENDA ITEM Regular Board of Trustees Meeting of July 9, 2013 SUBJECT: Award of Contract—Electric Aggregation Consulting Services FROM: David Niemeyer, Village Manager BUDGET SOURCE/BUDGET IMPACT: $10,000 in General Management, Consulting Services (131-76950) RECOMMENDED MOTION: I move that the Village Board award a Professional Service Agreement, subject to attorney and staff review, to the consultant with the best overall value, The Illinois Community Choice Aggregation Network (ICCAN) for Electric Aggregation Consulting Services in the amount of $10,000 as indicated on the attached tabulation. Additionally, the Village Board adopts Resolution 2013-ELEC-AGG-CNSLT- R-1278, a Resolution Approving and Authorizing a Consulting Services Agreement by and between the Village of Oak Brook and the Illinois Community Choice Aggregation Network for Services Related to the Village's Electric Aggregation Program. Background/History: The Village's agreement with Integrys Energy Services, Inc., for the supply of electrical energy will expire on December 30, 2013. A Request for Qualifications and Proposals for Electric Aggregation Consulting Services to assist the Village with its next Electric Aggregation Program was posted on the Village website and sent to five (5) companies on Friday, April 26, 2013. Seven sealed qualification statements were received and opened (see attached tabulation). The Electric Aggregation Committee reviewed qualification statements and proposals and conducted interviews. Members of the committee are Trustees Manzo, Yusuf and Wolin, and Residents Toral Bhansali, Tom Cygan, Ron Maher and Steve Young. The committee interviewed Belden Energy Solutions, The Illinois Community Choice Network (ICCAN), NIMEC, and Rock River Energy Services, Co. A jAworddoc\bid recommendations\2013 recommendations\2013 electric aggregation consulting services.doc The committee also received and reviewed renewal proposals from Integrys and determined that the best next steps for the Village are to request qualification statements and proposals for consulting services, hire a consultant, and conduct the bidding process for electric energy. Below are indicative renewal prices received from Integrys: 4 month extension at current rates: Residential— 5.473 cents per kWh Commercial— 5.45 cents per kWh 4 month extension with new rates: Residential — 4.99 cents per kWh Commercial— 5.23 cents per kWh 12 month extension with new rates: Residential— 5.49 cents per kWh Commercial—6.08 cents per kWh Following the interviews, the committee agreed that the qualification statement and proposal submitted by ICCAN was the best overall fit for the Village. Staff checked references and is extremely satisfied. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Approval of the Agreement. The President and Board of Trustees hereby approve the Agreement by and between the Village and ICCAN in substantially the form as attached as Exhibit A and in a final form approved by the Village Attorney. Section 3: Authorization and Execution of the Agreement. The Village President and Village Clerk shall be, and hereby are, authorized to execute the approved final Agreement on behalf of the Village. Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and approval in the manner provided by law.
