RECOMMENDED MOTION: I move the Village Board approve Resolution R- 1763, and waive further bidding since the State of Illinois and DuPage County have already conducted the bid process, and authorize staff to issue a purchase order to Cargill Inc., in the amount of $48,502.50 for 750 tons of deicer salt through the State of Illinois Joint Purchasing Program, and issue a purchase order to Detroit Salt Company, in the amount of $50,362.50 for 750 tons of deicer salt from DuPage County’s competitive bidding. Background/History: For the past 20 plus years the village has purchased bulk deicer salt through the State joint purchasing contract. We were limited to one (1) supplier which, at times, caused availability and delivery issues. The last few years we split our purchase quantities between the State joint purchasing contract and DuPage County’s competitive bidding, this split purchase gave us the opportunity to receive salt from two (2) suppliers. This upcoming season we are requesting 1,500 tons. We will split this purchase equally between the State Joint Purchasing and DuPage County’s competitive bidding process. Recommendation: Staff recommends the Village Board authorize staff to issue purchase orders to Cargill Inc. and Detroit Salt Company, for the purchase of deicer salt for the 2018–2019 winter season. ITEM 6.C.1 RESOLUTION 2018-PW-SALT-PG-R-1763 A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING AND AUTHORIZING THE VILLAGE TO JOIN IN THE STATE OF ILLINOIS AND DUPAGE COUNTY PURCHASING PROGRAM S FOR DEICER SALT WHEREAS, in the past the Village purchased bulk deicer salt through the State of Illinois’ joint purchasing program; and WHEREAS, the State’s program limited the Village to one supplier resulting in occasional availability and delivery issues; and WHEREAS, the Village previously determined it was is in the best interests of the Village to be able to purchase bulk deicer salt from more than one supplier and authorized purchases through both the State and DuPage County’s purchasing programs; and WHEREAS, DuPage County has conducted a competitive bid process for the supply of bulk deicer salt resulting in an agreement with Detroit Salt Company; and WHEREAS, the State of Illinois’ joint purchasing program conducted similar competitive bidding resulting in an agreement with Morton Salt, Inc.; and WHEREAS, pursuant to Section 1-7-10 of the Oak Brook Village Code, the Village has authority to join with other units of government in cooperative purchasing plans when the best interests of the Village would be served thereby; and WHEREAS, because both the State of Illinois and DuPage County competitively bid the award of contracts for bulk deicer salt it would not benefit the Village to, at this time, seek competitive bids; NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Approval of Purchase Orders. The President and Board of Trustees hereby authorize the Village Manager to issue purchase orders: A. For 400 tons of deicer salt from Morton Salt, Inc. pursuant to the State of Illinois’ joint purchasing program in an amount not to exceed $20,000; and B. For 400 tons of deicer salt from Detroit Salt Company pursuant to competitive bids obtained by DuPage County in an amount not to exceed $20,596. Section 3: Waiver of Competitive Bidding. The Village authorizes the adoption of this Resolution and the issuance of the purchase orders without the need for competitive bidding because the Village is satisfied with the competitive bidding procedures performed by the State of Illinois and DuPage County.
