SUBJECT: A Professional Services Agreement – Concentric Integration, LLC.

BUDGET SOURCE/BUDGET IMPACT: $44,700 from account # 351-90100.
RECOMMENDED MOTION: I move that the Village Board awards a Professional
Services Agreement to Concentric Integration, LLC, Crystal Lake, IL in the amount of
$44,700, subject to final attorney review, to design, program and install a cellular
communication system to communicate with the Villages Supervisory Control and Data
Acquisition system. Additionally, I move that the Village Board approves Resolution R-
1764.
Background/History: In 2017 we contracted with Concentric Integration for a review of
our water Supervisory Control and Data Acquisition (SCADA) systems radio
communication and the persistent problems we were experiencing with the radio’s loosing
communication during any rainy, windy or foggy situations, to re-establish communication
staff would need to reset the radios at each site or wait for clear sunny conditions. The main
issue Concentric found was the aging radio communication infrastructure needed to be
replaced.
Concentric Integration completed a pilot project implementing (SCADA) Cellular
Communication. The pilot project included a cellular router at the main polling site to allow
for cellular communication to the East Tower and Reservoir A, as those sites were having
constant intermittent communication issues. This pilot program has eliminated the
communication error between these sites.
The next phase of this project will include the consulting services required to design,
program and replace the existing radios with cellular routers at the remaining five (5) water
system facilities.

Design:
1. Provide network design to include the additional five (5) sites in the Verizon
Customer Private Network (CPN) and integrate with the villages SCADA system.
2. Modify the existing control panel drawings to include the new cellular radios.
Programming:
1. Configure the integrated Services Router to establish a Virtual Private Network
(VPN) connection to Verizon to allow remote site SCADA data to be transmitted
to the master SCADA site via Verizon CPN.
2. Configure the cellular routers to communicate using the Verizon CPN.
3. Modify Programmable Logic Controller (PLC) IP addressing to use Verizon CPN
in lieu of the existing radio system.
4. Modify Operator Interface Terminal (OIT) IP addressing
Installation and Testing:
1. Install Cisco Integrated services router at the Village Hall to connect to the existing
Fiber optic cabling.
2. Install Cisco cellular routers at the five (5) water system facilities.
3. Test communications to confirm proper operation.
Recommendation: That the Village Board awards a Professional Services Agreement to
Concentric Integration, LLC, Crystal Lake, IL to design, program and install a cellular
communication system to communicate with the Villages Supervisory Control and Data
Acquisition system. Additionally, I move that the Village Board approves Resolution
R-1764.
RESOLUTION 2018-PW-CTRL-SYS-AG -R-1764
A RESOLUTION APPROVING AND AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT
BETWEEN THE VILLAGE OF OAK BROOK AND CONCENTRIC INTEGRATION, LLC FOR
SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA)
WHEREAS, the Village has budgeted funds in its budget for Fiscal Year 2018 to address issues
related to persistent problems with radio communications associated with its Supervisory Control and
Data Acquisition (SCADA) systems; and
WHEREAS, the Village completed a pilot project in 2017-18 implementing a cellular router at a
main polling site thereby eliminating communication errors between East Tower and Reservoir A; and
WHEREAS, the Village desires to retain professional services to design, program, and replace
the Village’s existing radios with cellular routers at the Village’s remaining five water system ("Services");
and
WHEREAS, Concentric Integration, LLC ("Concentric") previously provided satisfactory
engineering services to the Village with regard to radio communications associated with the SCADA
system; and
WHEREAS, pursuant to the Local Government Professional Services Selection Act ("Act"), 50
ILCS 510/0.01 et seq., and Section 1-7-6 of the Village Code, the Village is not required to follow the
notice, evaluation, and selection procedures set forth in the Act for engineering services provided by
professionals who have a satisfactory relationship with the Village; and
WHEREAS, the Village and Concentric desire to enter into and execute an agreement for
Concentric to provide the Services to the Village for an amount not to exceed $44,700 ("Agreement”),
which Agreement is attached to this Resolution as Exhibit A; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to enter into the Agreement;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby
approve the Agreement by and between the Village and Concentric in substantially the same form as
attached as Exhibit A, and in a final form approved by the Village Attorney.
Section 3: Authorization and Execution of the Agreement. The Village Manager and Village
Clerk shall be, and hereby are, authorized to execute the Agreement after receipt of the final Agreement
fully executed by Concentric.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
