SUBJECT: Public Safety Ruggedized Computer Replacement

RECOMMENDED MOTION: I move that the Village Board waive further bidding since
the State of Illinois has already conducted the bid process and issue a purchase order to
CDS Office Technologies, Itasca, Illinois for the purchase ten (10) ruggedized computers.
Background/History:
In recent years, the Village has purchased Panasonic ruggedized computer equipment for use in
the Village’s Public Safety vehicles. The Panasonic systems have been extremely reliable and
durable in the demanding Public Safety work environment. After a comprehensive review of the
ruggedized computers available on the market today from other manufacturers -- Police, Fire, and
Information Technology staff members have concluded that the best solution and most cost
effective long term solution option is the purchase of Panasonic CF-33 ruggedized computer
equipment through the State of Illinois Master Contract – CMS5848520. The proposed new
purchase also includes new vehicle docking stations.
With the migration of dispatching services to Du-Comm; the Village’s Public Safety Departments
have become increasing dependent on Computer Aided Dispatching (CAD) through the vehicle
laptop computers along with access to record management systems and report generating systems.
The proposed purchase will be replacing the computer equipment currently installed in each of the
Village’s Police Patrol cars that were purchased in January 2014. The new computer equipment
will meet or exceed all the performance specifications of the new CAD software being deployed
by DuPage County ETSB in 2019. The computers currently installed in the vehicles will be
redeployed to staff vehicles in the Development Services and Public Works Departments.
Recommendation:
Village staff is recommending that the Village Board waive further bidding since the State of
Illinois has already conducted the bid process and issue a purchase order to CDS Office
Technologies, Itasca, Illinois for the purchase ten (10) ruggedized computers.

RESOLUTION 2018-PD-IT-EQ-R-1754
A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING
AND AUTHORIZING THE PURCHASE OF COMPUTER EQUIPMENT FOR
POLICE DEPARTMENT VEHICLES FROM CDS OFFICE TECHNOLOGIES
WHEREAS, the Village Police Department is in need of replacing the computer equipment for their
public safety vehicles (collectively, “Equipment”); and
WHEREAS, Section 1-7-10 of the Village Code authorizes the Village to join with other units of
government in cooperative purchasing plans when it is in the best interest of the Village; and
WHEREAS, the Village participates in the State of Illinois purchasing program ("State"), which
permits local governments to purchase commodities and services according to contracts bid and negotiated
by the State, resulting in significant savings for the Village; and
WHEREAS, the State sought bids for the purchase of Equipment and identified CDS Office
Technologies of Itasca, Illinois ("CDS"), as the lowest responsible bidder; and
WHEREAS, CDS bid to sell ten Panasonic CF-33 Ruggedized Computers with Docking Stations
for the total amount of $56,100; and
WHEREAS, because the State already conducted competitive bidding processes for the purchase
of the Equipment, the Village staff has recommended that the Village waive competitive bidding and
approve the purchase of the Equipment from CDS; and
WHEREAS, the President and Board of Trustees, being fully advised in the premises, have
determined that it is in the best interests of the Village and its residents to so waive competitive bidding and
to approve the purchase of the Equipment from CDS.
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of,
this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Waiver of Competitive Bidding Requirements. The advertising and bidding
requirements for the purchase of the Equipment are hereby waived in accordance with Section 1-7-4 of the
Village Code.
Section 3: Authorization of Purchase of the Equipment. The President and Board of Trustees
hereby approve the purchase of ten Panasonic CF-33 Ruggedized Computers for a price not to exceed
$56,100.
Section 4: Execution of Required Documentation. The Village Manager shall be, and is
hereby, authorized to execute, on behalf of the Village all documents necessary to complete the purchase
pursuant to Section 3 of this Resolution.
Section 7: Effective Date. This Resolution shall be in full force and effect from and after its
passage by two-thirds of the Trustees and its approval in the manner provided by law.
