SUBJECT: Award of Contract – Fire Station 93 Shower Rooms Piping and Valve
Replacement Project

BUDGET SOURCE/BUDGET IMPACT: $47,500 in Foreign Fire, and $15,348 in
Municipal Building, Structural Improvements (421-90400)
RECOMMENDED MOTION:
I move that the Village Board awards a contract to the lowest responsive and responsible
bidder, Complete Construction Resources, Chicago Heights, Illinois, for the Fire Station
93 Shower Rooms Pipe and Valve Replacement Project in the amount of $55,400.
Additionally, I move that the Village Board approves Resolution R-1756.
Background/History:
A solicitation for bids for the Fire Station 93 Shower Rooms Piping and Valve
Replacement Project was posted on the Village website and sent to sixteen (16) companies
on September 12, 2018. Nine (9) companies attended the mandatory pre-bid meeting on
September 20, 2018 and five (5) sealed bids were received and opened on September 27,
2018 (see attached bid tabulation). Kluber (our consulting engineer) recommends that we
award the contract to the lowest responsive and responsible bidder, Complete Construction
Resources (see attached letter). References were reviewed and staff is satisfied.
Kluber also recommends not awarding to the numeric low bidder, Builder’s Land, Inc., due
to unfavorable experiences with other clients, not performing the work promptly or
successfully, and staff concurs.

The project consists of replacing the galvanized piping, valves, existing shower pans, and
repairing tile walls and floors for the shower rooms at Fire Station 93.
The project will begin mid-October and is expected to be substantially completed by
December 19, 2018.
Recommendation:
That the Village Board awards a contract to the lowest responsive and responsible bidder,
Complete Construction Resources, Chicago Heights, Illinois, for the Fire Station 93
Shower Rooms Piping and Valve Replacement Project in the amount of $55,400.
Additionally, I move that the Village Board approves Resolution R-1756.

Village of Oak Brook – Fire Station 93 Shower Rooms Piping and Valve Replacement
Kluber Project No. 18-172-1197
Dear Mr. Patchin,
On September 27, 2018 bids were publicly opened and read aloud for the above referenced project. Five contractors
chose to submit bids for the project. The low base bid was submitted by Builder’s Land, Inc. from Arlington Heights, IL
in the amount of $34,270.00. The second lowest base bid was submitted by Complete Construction Resources from
Chicago Heights, IL in the amount of $55,400.00. See attached bid tabulation for details on bid results.
We conducted a Contractor Bid Scope Review with Builder’s Land, Inc. on September 28, 2018. They have indicated
that their bid is complete. We also made several reference checks. The reference having a project most similar to the
Village’s had an unfavorable experience with Builder’s Land in that they did not perform the work promptly or
successfully. In addition, Kluber has two existing clients that have previously hired Builder’s Land and had similar
experiences. They both have stated they would not hire Builder’s Land for any future work.
We conducted a Contractors Bid Scope Review with the next lowest bidder, Complete Construction Resources on
September 28, 2018. Based on the scope review, our opinion is their bid is responsive and complete. We also made
reference checks; all were favorable.
Therefore, the Village may wish to award the Contract to Complete Construction Resources in the amount of $55,400.
The information contained herein and in the attached bid tabulation is provided to you for reference and use in your
decision to award the Contract. Thank you for the opportunity to be of service to the Village of Oak Brook and we look
forward to the successful completion of this project with you.

A RESOLUTION APPROVING AND AUTHORIZING THE AWARD AND
EXECUTION OF A CONTRACT FOR THE FIRE STATION 93 SHOWER ROOMS
PIPING AND VALVE REPLACEMENT PROJECT BY AND BETWEEN THE
VILLAGE OF OAK BROOK AND COMPLETE CONSTRUCTION RESOURCES
WHEREAS, the Village of Oak Brook (“Village”) desires to improve the shower
rooms at Fire Station 93, by replacing the piping, valves, shower pans, and repairing tile
walls and floors (“Work”); and
WHEREAS, the Village solicited bids for the completion of the Work, pursuant to
which the Village received five bids; and
WHEREAS, Complete Construction Resources of Chicago Heights, Illinois
("Complete Construction Resources"), is the lowest responsive and responsible bidder
for the completion of the Work; and
WHEREAS, the Village and Complete Construction Resources desire to enter into
and execute a Contract for the completion of the Work in an amount not to exceed
$55,400.00 ("Contract"), which Contract is attached to this Resolution as Exhibit A; and
WHEREAS, the President and Board of Trustees have determined that it is in the
best interest of the Village to enter into the Contract with Complete Construction
Resources;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES,
ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and
made a part of, this Resolution as the findings of the President and Board of Trustees of
the Village of Oak Brook.
Section 2: Approval of the Contract. The President and Board of Trustees
hereby approve the Contract by and between the Village and Complete Construction
Resources in substantially the same form attached to this Resolution as Exhibit A, and in
a final form acceptable to the Village Attorney.
Section 3: Authorization and Execution of the Contract. The Village Manager
and Village Clerk shall be, and hereby are, authorized to execute the Contract on behalf
of the Village after receipt of the final Contract fully executed by Complete Construction
Resources.
