SUBJECT: Award of Contract- John Deere Trim Mower

RECOMMENDED MOTION: I move that the Village Board waive further bidding
since Sourcewell (f/k/a) National Joint Powers Alliance (NJPA) already conducted the bid
process for a John Deere 2653B Precision Cut Trim and Surrounds Mower (contract #
062117-DAC (PG NB CG 70) and issue a Purchase Order to J.W. Turf, Hampshire Illinois,
in the amount of $29,829.57. Additionally, I move that the Village Board approve
Resolution 2018-SC-GOLF-PG-R- 1747.
Background/History:
This particular mower has a life span of 10 years but because of the financial situation at
that time of renewal we decided to keep it and save a little money. Now that it is 16 years
old it is starting to fail and spend more time in the shop then on the golf course where it
should be.
Recommendation:
That the Village Board waive further bidding since Sourcewell (f/k/a) National Joint
Powers Alliance (NJPA) already conducted the bid process for a John Deere 2653B
Precision Cut Trim and Surrounds Mower (contract # 062117-DAC (PG NB CG 70) and
issue a Purchase Order to J.W. Turf, Hampshire Illinois, in the amount of $29,829.57.
Additionally, I move that the Village Board approve Resolution 2018-SC-GOLF-PG-R-
1747.

RESOLUTION 2018-SC-GOLF-PG-R-1747
A RESOLUTION APPROVING THE WAIVER OF
FURTHER BIDDING AND AUTHORIZING THE
PURCHASE OF A TRIM MOWER
WHEREAS, Oak Brook Village Code Section 1-7-10 authorizes the Village to participate in
cooperative purchasing arrangements; and
WHEREAS, the Village is a member of Sourcewell (f/k/a National Joint Powers Alliance), a
government purchasing cooperative; and
WHEREAS, Sourcewell solicited bids on the Village’s behalf for a trim mower for use at the Oak
Brook Golf Club; and
WHEREAS, the Village reviewed the results of Sourcewell’s bidding process and determined that
the bid offered by J.W. Turf from Hampshire, Illinois, for a John Deere 2653B Precision Cut Trim and
Surrounds Mower was the lowest responsible bid; and
WHEREAS, the Village hereby waives any additional bidding requirements and wishes to accept
J.W. Turf’s bid, in accordance with this Resolution;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows:
Section 1: The Village Manager is hereby authorized to: i) execute a purchase order
attached hereto as Exhibit A for a John Deere 2653B Precision Cut Trim and Surrounds Mower in an
amount not to exceed $29,829.57; and ii) take all steps necessary to implement the terms of this
Resolution.
Section 2: The Village authorizes the adoption of this Resolution and the execution of the
purchase order without the need for further competitive bidding because the Village obtained bids through
its membership in Sourcewell, a government purchasing cooperative.
Section 3: This Resolution shall be in full force and effect from and after its passage and
approval by the Village President.
