SUBJECT: Award of Contract – Bath & Tennis Club Electrical Systems Upgrade and
Generator Installation Project

BUDGET SOURCE/BUDGET IMPACT: $374,890.00 from Bath & Tennis Clubhouse,
Structural Improvements (821-90400) between fiscal years 2018 and 2019.
RECOMMENDED MOTION: I move that the Village Board award a contract to the
lowest responsive and responsible bidder, Fitzgerald’s Electrical Contractors, Inc., Big
Rock, Illinois, for the Bath & Tennis Club Electrical Systems Upgrade and Generator
Installation Project in the amount of $374,890.00. Additionally, I move that the Village
Board approves Resolution R-1741.
If approved, I also move that the Village Board approve a budget transfer between Sports
Core Bath & Tennis Club capital outlay accounts.
Background/History:
A solicitation for bids for the Bath & Tennis Club Electrical Systems Upgrade and
Generator Installation Project was posted on Village website and sent to seventeen (17)
companies on June 13, 2018. Nine (9) companies attended the mandatory pre-bid meeting
on June 20, 2018 and three (3) sealed bids were received and opened on June 27, 2018 (see
attached bid tabulation). Kluber Architects and Engineers (our consulting engineer)
recommends that we award the contract to the lowest responsive and responsible bidder,
Fitzgerald’s Electrical Contractors, Inc. (see attached letter). References were reviewed
and staff is satisfied.

The project consists of but is not limited to the construction of new electrical service
entrance equipment and transfer switch and distribution systems, retro-fitting existing
electrical distribution to eliminate metering and service entrance equipment, and
installation of a back-up generator.
The project is expected to span between fiscal years 2018 and 2019. Funding for the 2018
portion will come from unspent B&T capital projects. The 2018 B&T programs budget
included $164,750 in capital outlay. To date, only $100,990 of this has been spent with no
additional plans to complete the remaining budgeted projects. The remaining $63,760 will
be utilized to fund the initial portion of the B&T Electrical System and Generator project.
Depending on weather, up to $175,000 of this project could be funded in 2018. If
additional funding above the $63,760 budget is needed in 2018, a budget transfer or budget
amendment will be needed later this year. After the 2018 season, we will review 2018
financial results to see if there are any budget savings that can be applied to this project. It
is possible that a portion of this project will need to be funded with a transfer from the
General Fund. The remaining amount of the project will be included as part of the 2019
budget request.
The attached 2018 budget transfer form is necessary to transfer funds between B&T capital
accounts. The total 2018 Sports Core budget is not increased with this transfer.
Recommendation:
That the Village Board award a contract to the lowest responsive and responsible bidder,
Fitzgerald’s Electrical Contractors, Inc., Big Rock, Illinois, for the Bath & Tennis Club
Electrical Systems Upgrade and Generator Installation Project in the amount of
$374,890.00. Additionally, I move that the Village Board approves Resolution R-1741.

On June 27, 2018 bids were publicly opened and read aloud for the above referenced project. Three contractors chose
to submit bids for the project. The low base bid was submitted by Fitzgerald’s Electrical Contractors, Inc. from Big
Rock, IL in the amount of $374,890.00. The second lowest base bid was submitted by Jesco Electric Company, Inc.
from Lake Forest, IL in the amount of $398,000.00. See attached bid tabulation for details on bid results.
We conducted a Contractor Bid Scope Review with Fitzgerald’s Electrical Contractors on July 3, 2018 and believe their
bid to be responsive and complete.
Therefore, the Village may wish to award a Contract to Fitzgerald’s Electrical Contractors, Inc. in the amount of
$374,890.00.
The information contained herein and in the attached bid tabulation and scope review is provided to you for reference
and use in your decision to award the Contract. Thank you for the opportunity to be of service to the Village of Oak

RESOLUTION 2018-R-1741
A RESOLUTION APPROVING AND AUTHORIZING THE AWARD AND
EXECUTION OF A CONTRACT FOR THE BATH AND TENNIS CLUB ELECTRICAL
SYSTEMS UPGRADE AND GENERATOR INSTALLATI ON PROJECT
BY AND BETWEEN THE VILLAGE OF OAK BROOK AND
FITZGERALD’S ELECTRICAL CONTRACTORS, INC.
WHEREAS, the Village of Oak Brook (“Village”) desires to upgrade the electrical
systems in the Bath and Tennis Club by constructing a new electrical service entrance,
transfer switch, and distribution systems, retrofitting existing electrical distribution, and
installing a back-up generator (“Work”); and
WHEREAS, the Village solicited bids for the completion of the Work, pursuant to
which the Village received three bids; and
WHEREAS, Fitzgerald’s Electrical Contractors, Inc., of Big Rick, Illinois
("Fitzgerald’s Electrical Contractors"), is the lowest responsive and responsible bidder
for the completion of the Work; and
WHEREAS, the Village and Fitzgerald’s Electrical Contractors desire to enter into
and execute a Contract for the completion of the Work in an amount not to exceed
$374,890.00 ("Contract"), which Contract is attached to this Resolution as Exhibit A;
and
WHEREAS, the President and Board of Trustees have determined that it is in the
best interest of the Village to enter into the Contract with Fitzgerald’s Electrical
Contractors;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES,
ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and
made a part of, this Resolution as the findings of the President and Board of Trustees of
the Village of Oak Brook.
Section 2: Approval of the Contract. The President and Board of Trustees
hereby approve the Contract by and between the Village and Fitzgerald’s Electrical
Contractors in substantially the same form attached to this Resolution as Exhibit A, and
in a final form acceptable to the Village Attorney.
Section 3: Authorization and Execution of the Contract. The Village Manager
and Village Clerk shall be, and hereby are, authorized to execute the Contract on behalf

of the Village after receipt of the final Contract fully executed by Fitzgerald’s Electrical
