Ginex, Village Manager Doug Patchin, Public Works Director Bob Smith, Village Labor Attorney BUDGET SOURCE/BUDGET IMPACT: See Below RECOMMENDED MOTION: Motion to Approve Resolution 2018-PW-UN-MOA- R-1734, A Resolution Approving a Collective Bargaining Agreement with the Village of Oak Brook and the International Union of Operating Engineers, Local 150 from January 1, 2018 through December 31, 2020. Background/History: The Village had been in negotiations with Local 150 since the beginning of the year for the successor bargaining agreement. The parties have been involved in a number of negotiation sessions. The parties have agreed to a 1% increase for 2018, a 1.5% increase for 2019, and a 1.75% increase for 2020. Other revisions in the contract include the following: •If the insurance cost through Local 150 should exceed a 5% increase in years 2019 and 2020, the Village will receive a dollar for dollar reduction in the cost of living increase so that the net insurance cost to the Village does not exceed 5% in those years. •The bargaining unit will receive President’s Day as an additional Holiday. •The half day holidays for Good Friday and New Year’s Eve will be combined to reflect a full holiday for New Year’s Eve similar to our Administrative personnel and ITEM 8.A.4 BOT AGENDA Page 2 • The top performance increase to the members of the bargaining unit is reduced from 3.5% to 3.0%. The approximate cost increase over the three-year period, 2018-2020 breaks down as follows: Wages $ 66,135 Overtime $ 3,080 FICA $ 5,295 IMRF $ 7,615 Insurance $ 15,160 Total $ 97,285 Recommendation: Staff recommends that the Village Board pass the resolution and authorize the approval of the agreement. RESOLUTION 2018-PW -UN-MOA-R-1734 A RESOLUTION APPROVING A MEMORANDUM OF AGREEMENT BY AND BETWEEN THE VILLAGE OF OAK BROOK AND THE INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL 150 WHEREAS, many of the Village’s Public Works employees are members of the International Union of Operating Engineers, Local 150, AFL-CIO ("Union"); and WHEREAS, the Union has filed various grievances with the Village, which grievances the Union and the Village now desire to resolve pursuant to the Memorandum of Agreement attached hereto as Exhibit A (“Agreement”); and WHEREAS, the Village President and Board of Trustees hereby find and determine that it is in the best interest of the Village to approve and enter into the Agreement with the Union; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are incorporated into, and made a part of, this Resolution as the findings of the Village President and Board of Trustees. Section 2: Approval of the Agreement. The President and Board of Trustees hereby approve the Agreement by and between the Village and the Union in substantially the same form as attached hereto as Exhibit A. Section 3: Authorization and Execution of the Agreement. The Village President and Village Clerk shall be, and hereby are, authorized to execute the final Agreement on behalf of the Village after receipt of the final Agreement executed by the Union. Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and approval in the manner provided by law.
