RECOMMENDED MOTION: Motion to Approve Resolution 2018-CNTRCT-PD-
FOP-R-1722, A Resolution Approving a Collective Bargaining Agreement with
Fraternal Order of Police Labor Council and the Village of Oak Brook from January
1, 2018 through December 31, 2020.
Background/History:
The Village had been in negotiations with the FOP since the beginning the fall of 2017 for
the successor bargaining agreement. The parties have been involved in a number of
negotiation sessions and a mediation session. The parties have agreed to a 2.5% increase
for the years 2018, 2019, and 2020 with all other items remaining status quo. Additionally,
should recreational marijuana become the law of the State, a labor-management committee
will be formed to work out the details of a random drug testing program.
The approximate cost increase over the three-year period, 2018-2020 breaks down as
follows:
Wages $248,499
Overtime $ 17,300
Medicare $ 3,854
Pension $180,743
Total $450,396

Recommendation:
Staff recommends that the Village Board pass the resolution and authorize the approval of
the agreement.
RESOLUTION 2018-CNTRCT-PD-FOP-R-1722
A RESOLUTION APPROVING AN AGREEMENT
BY AND BETWEEN THE VILLAGE OF OAK BROOK
AND THE FRATERNAL ORDER OF POLICE LABOR COUNCIL
WHEREAS, the police officers employed by the Village of Oak Brook ("Village") are members of
the Fraternal Order of Police Labor Council ("Union"); and
WHEREAS, the Village and the Union desire to enter into an agreement governing the employment
terms for Village police officers below the rank of sergeant for the period between January 1, 2018 and
December 31, 2020 ("Agreement"), attached hereto as Exhibit A; and
WHEREAS, the Village President and Board of Trustees hereby find and determine that it is in the
best interest of the Village to approve and enter into the Agreement;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are incorporated into, and made a part of, this
Resolution as the findings of the Village President and Board of Trustees.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby approve
the Agreement by and between the Village and the Union in substantially the same form as attached as
Exhibit A and a final form approved by the Village Attorney.
Section 3: Authorization and Execution of the Agreement. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the Agreement in substantially the same form as
attached hereto as Exhibit A after receipt of the final Agreement fully executed by the Union.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
