SUBJECT: Award of Agreement – 2019 Independence Day Fireworks Display

BUDGET SOURCE/BUDGET IMPACT: 816-79400 (Open Fields – Independence
Day) includes $25,000 for the Fireworks Display
RECOMMENDED MOTION: I move that the Village Board awards an agreement
to the proposer with the best overvall value to the Village, Melrose Pyrotechnics,
Kindsbury, IN, for the 2019 Independence Day Fireworks Display in the amount of
$25,000. Additionally, I move that the Village Board approves Resolution R-1779.
Background/History:
On October 31, 2018, an RFP was posted on the Village website and sent to seven (7)
companies for the 2019 Independence Day Fireworks Display. On November 14, 2018,
three (3) vendors submitted proposals as follows: Mad Bomber Fireworks Productions
($24,500), Melrose Pyrotechnics ($25,000), and Johnny Rockets Fireworks Display
Company ($30,000). After reviewing the submitted materials, and checking references,
staff determined that Melrose Pyrotechnics’ proposal was the best overall value to the
Village. Melrose Pyrotechnics has performed more than 22 years of fireworks displays for
the Village at a very high caliber that the attendees of the Taste of Oak Brook have come
accustomed to. They are a reliable vendor that understands the event, the Sports Core
property, are able to meet the Village’s insurance requirements, and work exceptionally
well with Village staff and the event management firm. All fireworks used by Melrose
Pyrotechnics are top grade, and are tested and certified by the manufacturer to assure their
individual quality, performance and safety. Melrose Pyrotechnics will provide the Village
with a twenty-three (23) minute crowd pleasing show synchronized to music and will

maintain a high degree of safety. Also, Section 15, of the agreement, titled “Option to
Renew” states that the Village shall have four options to renew for the 2020, 2021, 2022,
and 2023 Displays by delivering written notice to the Contractor.
Recommendation:
That the Village Board awards an agreement to the proposer with the best overvall value
to the Village, Melrose Pyrotechnics, Kindsbury, IN, for the 2019 Independence Day
Fireworks Display in the amount of $25,000. Additionally, I move that the Village Board
approves Resolution R-1779.
RESOLUTION 2019-FIREWORKS-AG-R-1779
A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF AN AGREEMENT
BY AND BETWEEN THE VILLAGE OF OAK BROOK AND
MELROSE PYROTECHNICS FOR THE 2019 INDEPENDENCE DAY FIREWORKS DISPLAY
WHEREAS, the Village will be conducting its official 2019 fireworks display on July 3, 2019
("Fireworks Display"); and
WHEREAS, the Village requested proposals from qualified vendors to provide the Fireworks
Display; and
WHEREAS, the Village received proposals from three qualified vendors, each of which proposed
fireworks displays of differing content; and
WHEREAS, Village Staff has determined that Melrose Pyrotechnics ("Melrose") submitted the
proposal that will provide the best overall value to the Village; and
WHEREAS, Melrose has provided other fireworks displays to the Village in the past in a safe,
efficient, and professional manner; and
WHEREAS, the Village and Melrose desire to enter into and execute an agreement for Melrose to
provide the Fireworks Display, which agreement is attached to this Resolution as Exhibit A (“Agreement”);
and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to enter into the Agreement in a final form as approved by the Village Attorney;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of,
this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby approve
the Agreement by and between the Village and Melrose in a form acceptable to the Village Manager and
the Village Attorney.
Section 3: Authorization and Execution of the Agreement. The Village Manager and Village
Clerk shall be, and hereby are, authorized to execute the final Agreement on behalf of the Village in a final
form acceptable to the Village Manager and the Village Attorney.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
