SUBJECT: Professional Services Agreement with Kluber Architects & Engineers, for
Electrical Engineering Services at the Oak Brook Butler Governmental Center (BGC).

RECOMMENDED MOTION: I move that the Village Board awards a Professional
Service Agreement to Kluber Architects & Engineers, Batavia, Illinois and approve
Resolution R-1795 subject to final attorney review. A Professional Service Agreement to
review the Existing Emergency Electrical Distribution at the Oak Brook Butler
Governmental Center.
Background/History: The Butler Government Center and Fire Station No. 94
addition was completed in 2000 – 2001. At that time, no upgrades to the Electrical service
were included as part of that project. The transformer and switch gear were original
equipment installed in 1974. During the construction, the electric services had been mixed
with the resistive heat system from multiple electrical switch gears. It was also determined
that our emergency backup power was operationally undersized and had limited
capabilities.
In 2017 the village completed an upgrade to three (3) major components of the Electrical
Service Feed to the Butler Government Center and the Public Works Emergency Backup
Power. These upgrades included:
1. Replacement of the underground electric cables that feed electric to the
transformer, replace and relocate the main electrical transformer.
2. Rebuilt the electric switch gear, made corrections to the electric distribution
throughout the BGC, and eliminated the resistive heat circuit.

3. Installation of a new 200 amp emergency generator at the Public Works
Building. This removed the Public Works Building from the BGC generator
and freed up 200 amps of emergency power for use throughout the BGC
complex.
Now that the Electrical Service and Transformer were replaced and the Public Works
Emergency power was removed from the BGC Backup Generator, the remaining existing
emergency electrical distribution at the BGC needs to be reviewed.
As part of the 2019 Budget we included monies to complete a review of the emergency
electrical distribution system, documenting the existing conditions to determine which
spaces and equipment are currently on the emergency generator. Part of this review will
also document what additional emergency power is available for distribution to the
Operation Critical Departments.
Once we determine the available emergency power, staff can prioritize the distribution of
that power and budget accordingly.
Recommendation:
Staff recommends that the Village Board awards a Professional Service Agreement to
Kluber Architects & Engineers, Batavia, Illinois and approve Resolution R-1795 subject
to final attorney review. A Professional Service Agreement to review the Existing
Emergency Electrical Distribution at the Oak Brook Butler Governmental Center.
RESOLUTION 2019-R-1795
A RESOLUTION APPROVING AND AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT
BETWEEN THE VILLAGE OF OAK BROOK AND KLUBER ARCHITECTS & ENGINEERS FOR
ELECTRICAL DISTRIBUTION SERVICES
WHEREAS, the Village of Oak Brook (“Village”) desires to engage a vendor to review and offer
recommendations concerning the emergency electrical distribution system located at the Butler
Government Center, as more fully detailed in the Agreement attached as Exhibit A (collectively, the
“Services”); and
WHEREAS, Kluber, Inc., an Illinois corporation doing business as Kluber Architects & Engineers
(“Kluber”) submitted a proposal to provide the Services for an amount not to exceed $26,550; and
WHEREAS, the Village and Kluber desire to enter into and execute a professional services
agreement authorizing Kluber to provide the Services (“Agreement”), which Agreement is attached as
Exhibit A; and
WHEREAS, Village Code Section 1-7-6 authorizes the Village to enter into professional services
contracts without soliciting competitive bids if the Village has a satisfactory working relationship with a firm;
and
WHEREAS, the Village has previously worked with Kluber, and Kluber has provided better than
satisfactory results; and
WHEREAS, the Village President and Trustees have determined that it is in the Village’s best
interests to enter into the Agreement with Kluber;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of,
this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby approve
the Agreement by and between the Village and Kluber in substantially the same form as Exhibit A, and in
a final form approved by the Village Attorney.
Section 3: Authorization and Execution of the Agreement. The Village Manager and Village
Clerk shall be, and hereby are, authorized to execute the Agreement after receipt of the Agreement fully
executed by Kluber, and the Village Manager is authorized to enforce the Agreement’s terms.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
