SUBJECT: Award of Contract – Landscape Maintenance Services

BUDGET SOURCE/BUDGET IMPACT: $153,054.96 is included in various programs
within the FY-19 budget for these services.
RECOMMENDED MOTION: I move that the Village Board waives
further bidding and awards a four-year contract to Classic Landscape Ltd., West
Chicago, Illinois for Village-wide Landscape Maintenance Services for the annual
total cost of $153,054.96 in 2019, 2020, 2021 and 2022. Additionally, I move
that the Village Board approves Resolution 2019-LSCP-CNTRCT-R-1797.
Background/History:
The Request for Proposal process was conducted in 2016 and seven sealed proposals were
received at that time. After conducting interviews, checking references, and reviewing the
proposals submitted, it was determined that Classic Landscape, Ltd., offered the best
overall value to the Village. Recently, Classic Landscape, Ltd. proposed to hold its current
annual pricing for Landscape Maintenance through November 30, 2022 and included
pricing for the Library, the Bath & Tennis Club, Golf and Grounds Drive. Classic
Landscape, Ltd. has performed above standards and staff has been extremely satisfied.
However, as with other contracts of this type, our specifications allow the Village to cancel
the contract if the quality of work fails to meet our expectations.
Services include grass mowing, light pruning, and plant bed cultivation. Areas to be
maintained include the Butler Government Center Complex, Public Works Building,
Library, Bath & Tennis Club, Golf and Grounds Drive, Fire Station #93, Water Pump
Stations and Reservoirs, and various medians and parkways throughout the Village. Also
included is the maintenance of various County and State rights-of-way.

Recommendation:
That the Village Board waives further bidding and awards a four-year contract to

Additionally, I move that the Village Board approves Resolution 2019-LSCP-CNTRCT-
R-1797.
RESOLUTION 2019-LSCP-CNTRCT-R-1797
A RESOLUTION WAIVING COMPETITIVE BIDDING AND AUTHORIZING THE EXECUTION OF A
CONTRACT BETWEEN THE VILLAGE OF OAK BROOK AND CLASSIC LANDSCAPE, LTD., FOR
CERTAIN LANDSCAPE MAINTENANCE SERVICES ON VILLAGE PROPERTY
WHEREAS, the Village of Oak Brook (the “Village”) wishes to obtain landscape services,
including grass mowing, light pruning, and plant bed cultivation, at various locations throughout the
Village, including the Butler Government Center Complex, Public Works Building, Library, Bath & Tennis
Club, Golf and Grounds Drive, Fire Station #93, Water Pump Stations and Reservoirs, and certain
medians and parkways throughout the Village (the “Work”); and
WHEREAS, in 2016, the Village solicited bids to complete the Work and received proposals from
7 vendors; and
WHEREAS, at that time, the Village determined that Classic Landscape Ltd., an Illinois
corporation (“Classic”), was the lowest responsive and responsible bidder, and awarded Classic a multi-
year contract to perform the Work; and
WHEREAS, since being awarded the contract, Classic has performed above the Village’s
standards; and
WHEREAS, the Village and Classic wish to enter into a new contract extending Classic’s term of
service for an additional 4 years, terminating on November 30, 2022; and
WHEREAS, Classic has agreed to hold its annual charge to perform the Work at $153,054.96 –
the same annual rate the Village currently pays Classic; and
WHEREAS, pursuant to Section 1-7-4A of the Oak Brook Village Code, the Village has authority
to waive competitive bidding by a vote of two-thirds (2/3) of the Village Trustees then holding office; and
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Waiver of Competitive Bidding. The Board of Trustees authorizes the adoption of
this Resolution without the need for competitive bidding, and finds that Classic is the lowest responsive
and responsible bidder.
Section 3: Approval of Agreement. The President and Board of Trustees hereby approve
the Agreement by and between the Village and Classic in substantially the same form as attached as
Exhibit A, and in a final form approved by the Village Attorney.
Section 4: Authorization and Execution of the Agreement. The Village Manager and Village
Clerk shall be, and hereby are, authorized to execute the Agreement after receipt of the final Agreement
fully executed by Classic, and the Village Manager is authorized to enforce the Agreement’s terms.
Section 5: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
