SUBJECT: Award of Contract- Bobcat S740 T4 Skid Steer Loader

RECOMMENDED MOTION: I move that the Village Board waive further bidding
since Sourcewell already conducted the bid process and issue a Purchase Order to Atlas
Bobcat of Elk Grove Village, Illinois, in the amount of $40,994.90, to purchase a
new Bobcat S740 T4 Skid Steer Loader, and approve Resolution 2019-SC-V-PG-R-1802.
Background/History:
Pursuant to the provisions of Section 1-7-10 of the Code of Ordinances and Compiled
Statutes, the Village is permitted to join with other governmental units in order to benefit
from cooperative purchasing arrangements.
This skid steer is replacing Unit D20, a 2009 Bobcat Skid Steer. The skid steer is the
most versatile machine we own. It allows us to perform many different jobs with many
different attachments and complete projects in house throughout the year. Unit D20 is
currently 10 years old and is starting to break down, leaving the operation without a
loader. This will be our third Bobcat skid steer in twenty eight years and we are very
pleased with it's capabilities and value. As you can see in the trade-in amount of
$16,500, they really hold their value.
Recommendation:
That the Village Board waive further bidding since Sourcewell already conducted the bid
process, and issue a Purchase Order to Atlas Bobcat, Elk Grove Village Illinois, in the
amount of $40,994.90, to purchase a new S740 T4 Bobcat Skid Steer Loader, and
approve Resolution 2019-SC-V-PG-R-1802.

RESOLUTION 2019-SC-V-PG-R-1802
A RESOLUTION APPROVING THE WAIVER OF
FURTHER BIDDING AND AUTHORIZING THE
PURCHASE OF A BOBCAT SKID STEER LOADER
WHEREAS, Oak Brook Village Code Section 1-7-10 authorizes the Village to participate in
cooperative purchasing arrangements; and
WHEREAS, the Village is a member of the Sourcewell Purchasing Cooperative (“Sourcewell”), a
government purchasing cooperative; and
WHEREAS, Sourcewell solicited bids on the Village’s behalf for a skid steer loader to be
used by Golf; and
WHEREAS, the Village reviewed the results of Sourcewell’s bidding process and determined that
the bid offered by Atlas Bobcat, of Elk Grove Village, Illinois ("Atlas"), for a 2019 Bobcat S740 T4 Skid
Steer Loader was the lowest responsive and responsible bid; and
WHEREAS, the Village hereby waives any additional bidding requirements and wishes to accept
Atlas’ bid, in accordance with this Resolution;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows:
Section 1: The Village Manager is hereby authorized to: a) execute a purchase order
attached hereto as Exhibit A for a 2019 Bobcat S740 T4 Skid Steer Loader in an amount not to exceed
$40,994.90; and b) take all steps necessary to implement the terms of this Resolution.
Section 2: The Village authorizes the adoption of this Resolution and the execution of the
purchase order without the need for further competitive bidding because the Village obtained bids through
its membership in Sourcewell, a government purchasing cooperative.
Section 3: This Resolution shall be in full force and effect from and after its passage and
approval by the Village President.
