RECOMMENDED MOTION: I move that the Village Board award a contract to the
lowest responsive and responsible bidder, Central Blacktop Co., Inc., LaGrange, Il.,
subject to staff review, for the 2013 Street Improvement Project based on the unit prices on
the attached bid tabulation, for an estimated total project price of$898,569.39, and that the
Village Board adopts Resolution 2013-ENG-ST-IMPROVE-CNTRCT-EX-R-1272, A
Resolution Approving and Authorizing the Execution of a Construction Contract Relating
to Street Improvement Work By and Between the Village of Oak Brook and Central
Blacktop, Co., Inc.
Background/History:
A solicitation for bids for the 2013 Street Improvement Project was published in the Daily
Herald On Tuesday, May 14, 2013. Bid packages were picked up by ten companies. Six sealed
bids were received and opened on Thursday, May 30, 2013. Christopher B. Burke (our
consulting engineer) recommends that we award the contract to the lowest responsive and
responsible bidder, Central Blacktop Co., Inc. (see attached letter). The bid submitted by .
Central Blacktop, Co., Inc. in the amount of $898,569.39 is 20% less than the Engineer's
estimate of$1,130,232.
Staff received and reviewed references and is satisfied. Also, Central Blacktop Co., Inc.
completed the 2005 Oak Brook Paving Project in an excellent manner.
Most of this project cost is for street improvement work in the parts of York Woods Subdivision
where water mains were installed this year. Also, Old Hunter Drive will be resurfaced as

necessary after the completion of the new water main installation. Some other minor
miscellaneous improvements will also be included.
Work should begin in June and be completed by September.
Recommendation:
That the Village Board award a contract to the lowest responsive and responsible bidder, Central
Blacktop Co., Inc., LaGrange, Il., subject to staff review, for the 2013 Street Improvement
Project based on the unit prices on the attached bid tabulation, for an estimated total project price
of $898,569.39, and that the Village Board adopts Resolution 2013-ENG-ST-IMPROVE-
CNTRCT-EX-R-1272, A Resolution Approving and Authorizing the Execution of a

RESOLUTION 2013-ENG-ST-IMPROVE-CNTRCT-EX-R-1272
A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF A CONSTRUCTION
CONTRACT RELATING TO STREET IMPROVEMENT WORK BY AND BETWEEN
THE VILLAGE OF OAK BROOK AND CENTRAL BLACKTOP CO., INC.
WHEREAS, the Village desires to make certain street and infrastructure improvements in the
vicinities of the York Woods Subdivision, Old Hunter Drive, and additional miscellaneous areas (the
"Project'; and
WHEREAS, the Village solicited bids for the completion of the Project ("Construction
Services"); and
WHEREAS, the Village received six bids for the Construction Services; and
WHEREAS, Central Blacktop Co., Inc. ("Centraf') was the lowest responsive and responsible
bidder for the Construction Services; and
WHEREAS, the Village and Central desire to enter into and execute an agreement for Central to
provide the Construction Services and complete the Project consistent with Central's bid, as provided in
the bid tabulation attached hereto as Exhibit A, which agreement shall be in a final form acceptable to
the Village Manager and the Village Attorney ("Construction Contract'); and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to enter into the Construction Contract;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of Purchase. The purchase of Construction Services and materials
necessary to complete the Project from Central in a total amount not to exceed $898,569.39 shall be, and
is hereby, approved.
Section 3: Approval of the Construction Contract. The President and Board of Trustees
hereby approve the Construction Contract by and between the Village and Central, which Construction
Contract shall be completed in a final form acceptable to the Village Manager and Village Attorney.
Section 4: Authorization and Execution of the Construction Contract. The Village President
and Village Clerk shall be, and hereby are, authorized to execute the Construction Contract, as approved
by the Village Attorney, on behalf of the Village.
Section 5: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
