PRUSS, Village Clerk JOHN BAAR PHILIP CUEVAS MICHAEL MANZO MOIN SAIYED EDWARD TIESENGA ASIF YUSUF Village Board Published in pamphlet form by authority of the President and the Board of Trustees of the Village of Oak Brook on this the 11th day of February, 2020 2020-DMMC-REDLIGHT-R-1861 A RESOLUTION OF OPPOSITION TO FINANCIALLY-DRIVEN RED LIGHT CAMERA SURVEILLANCE OF ILLINOIS MOTORISTS WHEREAS, THE DUPAGE MAYORS AND MANAGERS CONFERENCE (DMMC) is an important mediating structure in which the Village of Oak Brook has participated as a key member, the Board of which includes Village President Gopal Lalmalani and the various committees of which are valuable forums for review and understanding of, among other things, pending legislation in Springfield; WHEREAS, the DMMC has determined not to oppose the status quo of financially-driven red light camera surveillance of Illinois motorists masquerading as high-tech law enforcement, in spite of Oak Brook's clear and strong opposition to the status quo of the unjustified use of red light cameras by the neighboring City of Oakbrook Terrace in connivance with lobbyists, red light companies, corrupted and bribed legislators, and others all feeding off the structure of red light camera surveillance, which typically is designed to create an ongoing stream of revenue to a red light camera company that pays off local politicians for the right to place a money-making camera section at a busy intersection; WHEREAS, the consequent millions of dollars generated by using high-tech surveillance technology to nick a very small percentage of the large number of motorists passing through an intersection have been misused by the vendors who receive usually 40% of that ticket revenue; creating a pool of graft money rake-offs to fund kickbacks, bribes and luxury spending by a red light company to their friends in political office, to plume those relationships for their own selfish benefit with no relation to "safety" reasons Illinois law otherwise requires for the use of these cameras; WHEREAS, the Village of Oak Brook has adopted an ordinance currently in force that bans any use of camera surveillance of motorists in Oak Brook to generate funds to pay off legislators or to fund pathetic luxury lifestyles of red light vendors; WHEREAS, DMMC has failed to reach a consensus supporting legislation proposed by Illinois Representative David McSweeney that would ban red light cameras in all non-home rule Illinois municipalities, the McSweeney bill will attempt to safeguard the people of Illinois from future corruption in other instances such as those brought forward by the clear admission of former State Senator Martin Sandoval that a red light camera business has nothing to do with safety and everything to do with perpetuating payments to him and his corrupt friends on the backs of$100 tickets applied by cameras to Illinois motorists; WHEREAS, The Village of Oak Brook is urging the Illinois Department of Transportation (IDOT) to revoke the unlawfully issued permit to Oakbrook Terrace that established a criminal enterprise at the corner of Rt. 83 and 22 Id Street, that produces $5 Million per year, 40% of which is rake-off by the corrupt company that funded Sandoval's criminal activity in concert with other associates, allegedly including now-resigned Oakbrook Terrace Mayor Tony Ragucci, now-indicted State Senator Tom Cullerton, and several owners of SafeSpeed, the vendor currently making 40% of each $100 or $200 ticket remorselessly applied by camera to Illinois motorists at perfectly safe intersections; WHEREAS, the DMMC lobbying position contradicts the Village of Oak Brook's current efforts with IDOT to root out specific instances of corruption in the red light camera, influence-sale industry in Illinois, and strengthens our position against the very forces of corruption that Martin Sandoval used to be so proud of, but has now landed him in federal court apologizing to a judge for his crimes; WHEREAS, the McSweeney bill is only a first step to clean up the red light camera farce in Illinois, and the Village of Oak Brook supports the McSweeney bill, as well as any efforts to prohibit private red light vendor companies from receiving ongoing streams of percentage payments keyed to ticket revenue produced by cameras; and WHEREAS, for all of these reasons, the President and Board of Trustees express their disappointment at DMMC's decision not to oppose red light cameras and corrupt revenue streaming to continue criminal enterprises designed to make money out of the false idol of "safety," specifically, the red light cameras by the City of Oakbrook Terrace and wish to make clear to IDOT and to the people of the State of Illinois that the Village of Oak Brook stands with the motorists afflicted and harassed by this industry, and will continue to oppose that industry, which must be taken down and eliminated as a stain on the character and integrity of the State of Illinois. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Oak Brook that the McSweeney proposal has our full support, and ask that DMMC reconsider their position on the McSweeney bill. BE IT FURTHER RESOLVED that a duly certified copy of this Resolution be delivered to DMMC, IML, IDOT, and the Governor of the State of Illinois.
