BUDGET SOURCE/BUDGET IMPACT: $26,500.00 in 10-13 65 for 2019
RECOMMENDED MOTION: I move that the Village Board awards a contract to the
lowest responsible bidder with the lowest responsive bid, Simplee Removal & Trucking
Inc., Chicago, Illinois, for the 2800 Meyers Road Demolition and Site Clearance Project,
subject to final attorney review, in the amount of$26,500.00. Additionally, I move that
the Village Board approves Resolution R-1826.
Background/History:
A solicitation for bids for the 2800 Meyers Road Demolition and Site Clearance Project
was posted on the Village website and sent to thirteen(13)companies on Tuesday,August
20,2019. Five(5)sealed bids were received and opened on Tuesday, September 19, 2019:

Staff checked references, discussed the project in detail with Simplee Removal & RG
Trucking, Inc., and is satisifed.

Staff has been involved with many maintenance violations at 2800 Meyers Road since
2017. The strucutural buildings are unsafe, are a potential threat to public health and must
be demolished. The Circuit Court entered a default judgement order against the property
owner earlier this year. Once the demolition and site clearance is complete, staff will file
a lien on the property. This project is expected to be substaintially completed by November
30, 2019.
Recommendation:
That the Village Board awards a contract to the lowest responsible bidder with the lowest
responsive bid, Simplee Removal & Trucking Inc., Chicago, Illinois, for the 2800 Meyers
Road Demolition and Site Clearance Project,subject to final attorney review,in the amount
of$26,500.00. Additionally, I move that the Village Board approves Resolution R-1826.

RESOLUTION NO. 2019-DE-PRPTY-CNTRCT-R-1826
A RESOLUTION
APPROVING THE AWARD OF CONTRACT FOR THE BUILDING AT 2800 MEYERS ROAD
DEMOLITION AND SITE CLEARANCE PROJECT
WHEREAS, the Village of Oak Brook (hereinafter referred to as the "Village") is an Illinois
Municipal Corporation organized pursuant to the laws of the State of Illinois;
WHEREAS, on August 20, 2019 the Village sought bids for the 2800 Meyers Road
Demolition and Site Clearance Project (Project);
WHEREAS, on September 19, 2019 the Village received five (5) sealed bids and
determined that Simplee Removal & Trucking, Inc. (Simplee), Chicago, Illinois is the lowest
responsible bidder who submitted the lowest responsive bid;
WHEREAS, the Village and Simplee desire to enter into and execute a Contract for the
completion of the Work in the amount of $26,500.00 (Contract), which Contract is attached to
this Resolution as Exhibit A;
WHEREAS, the Corporate Authorities of the Village of Oak Brook are of the opinion that
that it is in the best interests of the safety, health and welfare of the residents to enter into and
execute a Contract with Simplee for the purposes referenced herein.
NOW, THEREFORE, BE IT RESOLVED, in open meeting assembled by the Village
President and Board of Trustees of the Village of Oak Brook, Cook and DuPage Counties, Illinois
as follows:
Section One - Recitals
The Board of Trustees hereby find that all of the recitals hereinbefore stated as contained
in the preamble to this resolution are full, true and correct and do hereby, by reference, incorporate
and make them part of this resolution as legislative findings.
Section Two —Approval of Contract
The Village hereby approves the Contract by and between the Village and Simplee in
substantially the same form attached to this Resolution as Exhibit A, and in a final form acceptable
to the Village Attorney.
Section Three-Authorization
The Village Manager and Village Clerk are hereby authorized to execute the Contact on
behalf of the Village for the Project after receipt of the final Contract fully executed by Simplee.
Section Four- Other Actions Authorized
The officers, employees and/or agents of the Village shall take all actions necessary or
reasonably required to carry out and give effect to the intent of this Resolution and otherwise to
consummate the transactions contemplated herein, and shall take all actions necessary in

conformity therewith including, without limitation, the execution and delivery of all documents
required to be delivered in connection with the transaction contemplated herein.
Section Five —Authorization of Expenditures
The Corporate Authorities hereby authorize and direct the expenditure of all costs related
to the execution of the Contract, additionally, the Village is authorized and directed to allocate and
spend all necessary funds to fulfill the requirements of the Contract and of this Resolution.
Section Six—Acts of Village Officials
That all past, present and future acts and doings of the officials of the Village that are in
conformity with the purpose and intent of this Resolution are hereby, in all respects, ratified,
approved, authorized and confirmed.
Section Seven — Effective Date
This resolution shall be in full force and effect from and after its passage, approval and
publication as provided by law.
Section Eight—Conflict Clause
All resolutions, parts of resolutions or board actions in conflict herewith are hereby repealed
to the extent of such conflict.
Section Nine — Saving Clause
If any section, paragraph, clause or provision of this Resolution is declared by a court of
law to be invalid or unconstitutional, the invalidity or unconstitutionality thereof shall not affect the
validity of any other provisions of this Resolution, which are hereby declared to be separable.
Section Ten — Publication
This resolution shall be published in book or pamphlet form as provided by the Illinois
Municipal Code.
Section Eleven— Recording
This resolution shall be entered into the minutes and upon the journals of the Board of
Trustees of the Village of Oak Brook.
