SUBJECT: Zoll AutoPulse Resuscitation System Purchase

BUDGET SOURCE/BUDGET IMPACT: 2019 Operational Budget, Program 731,
Equipment Replacement, Account #90200, in the amount of$13,470 for the purchase of a Zoll
Auto Pulse Resuscitation System.
RECOMMENDED MOTION: I move that the Village Board approve
Resolution 2019-FD-PR-AP-R-1833, a Resolution Approving the Waiver
of Competitive Bidding, and Authorize the Purchase of one Zoll AutoPulse
Resuscitation System in order to maintain uniformity and standardization within
the Fire Department, and issue a purchase order in the amount of$13,470 to Zoll
Medical Corporation, Chelmsford, MA. For one Zoll AutoPulse Resuscitation
System. Additionally, that an amount not to exceed $4,530 be authorized to
purchase any necessary incidentals and mounting hardware.
Background/History:
"Resuscitation on the move". The AutoPulse Resuscitation System generates consistent and
uninterrupted chest compressions, offering improved blood flow during cardiac arrest. It is an
automated CPR device that delivers customized, high-quality CPR whenever and wherever it is
needed. With the AutoPulse,patients can be moved without potentially compromising CPR
through tilts and turns, going down stairs, around corners and into cramped elevators. The
AutoPulse ensures patients receive nonstop compressions as recommended by the American
Heart Association throughout their pre-hospital transport.
The"Zoll"brand AutoPulse/monitor/defibrillators are currently owned and operated by the
department. They have been previously evaluated and compared against other manufactured
models and brands, and are continuously determined to be a favored device providing extremely
reliable, dependable and effective service with state-of-the-art functionality. In our ability to

provide the highest level of care, it is critical that we maintain similarity and functionality of our
specialized equipment, thereby guaranteeing our personnel will be knowledgeable and
comfortable when operating on the scene of an emergency. Satisfied with the quality and ease
of operation, the"Zoll"AutoPulse/monitor/defibrillator is a well known and respected product
worldwide in the pre-hospital and hospital setting, as well as the military.
Our oldest unit was purchased in 2007. As part of our ongoing commitment to our
capital equipment improvement program, in conjunction with the recommendation
of the products manufacturer, advancements in the level of prescribed treatment
and improvements in today's software and hardware components, it has become
necessary to purchase a new AutoPulse Resuscitation System. The older model
will be placed on our reserve ambulance.
Delivery is expected approximately 30 days upon receipt of the order. Lastly, there will be a
need to purchase necessary Li-ion batteries, charging device, Quick Case and mounting
hardware not to exceed the remaining budgeted fund balance.
Recommendation:
That the above motion be presented to the Village Board for approval.

A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING
AND AUTHORIZING THE PURCHASE OF AUTOPULSE RESUSCITATION SYSTEM
WHEREAS, the AutoPulse Resuscitation System generates consistent and uninterrupted chest
compressions, offering improved blood flow during a cardiac arrest, and allows for patients to be moved
safely; and
WHEREAS, the oldest AutoPulse Resuscitation System was purchased 12 years ago and it is
recommended that it be replaced and that the older unit be placed on the reserve ambulance; and
WHEREAS, the 2019 budget includes $18,000 for the purchase of the AutoPulse Resuscitation
System; and
WHEREAS, previous purchases of the AutoPulse Resuscitation System have been made from Zoll
Medical Corporation; and
WHEREAS, although not associated with a national cooperative procurement organization Zoll
Medical Corporation has committed to maintaining cooperative and competitive pricing of the Zoll AutoPulse
Resuscitation System for Oak Brook; and
WHEREAS, in order to maintain uniformity and compatibility of existing AutoPulse Resuscitation
Systems, Village staff recommends waiving competitive bidding and approving the purchase of the Zoll
AutoPulse Resuscitation System; and
WHEREAS, the President and Board of Trustees, being fully advised in the premises, have
determined that it is in the best interests of the Village and its residents to so waive competitive bidding and
to approve the purchase of the AutoPulse Resuscitation System.
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of,
this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Waiver of Competitive Bidding Requirements. The advertising and bidding
requirements for the purchase of the AutoPulse Resuscitation System are hereby waived in accordance
with Section 1-7-4 of the Village Code.
Section 3: Authorization of Purchase of the AutoPulse Resuscitation System. The purchase
of the Zoll AutoPulse Resuscitation System in a total amount not to exceed $18,000 is hereby authorized.
Section 4: Execution of Required Documentation. The Village President and the Village Clerk
shall be, and are hereby, authorized to execute and attest, on behalf of the Village all documents necessary
to complete the purchase pursuant to Section 3 of this Resolution.
Section 5: Effective Date. This Resolution shall be in full force and effect from and after its
passage by two-thirds of the Trustees and its approval in the manner provided by law.
