RECOMMENDED MOTION: I move that the Village Board waive further bidding
since Sourcewell has already conducted the bid process and issue a Purchase Order to J.W.
Turf Inc., Elgin, Illinois, in the amount of$82,658.36, for the purchase of a 2020 John
Deere 4066R Tractor, a 2020 John Deere 6500A Fairway Mower, and a 2020 John Deere
Z920M Ztrac, and approve Resolution 2020-SC-GOLF-EQUIP-PO-R-1848.
Backzround/History:
Pursuant to the provisions of Section 1-7-10 of the Code of Ordinances and Compiled
Statutes, the Village is permitted to join with other governmental units in order to benefit
from cooperative purchasing arrangements.
The tractor is replacing a model year 2000 New Holland tractor and a model year 1990
Yanmar tractor. The fairway mower is replacing a 1999 model year Jacobsen and a 2005
model year Toro, and the riding mower is replacing a 2002 model year Toro and a 2008
model year Lastec. I am hopeful that these new purchases will give us the same longevity
and productivity as the trade in equipment have given us.
Recommendation:
That the Village Board waive further bidding since Sourcewell already conducted the bid
process, and issue a Purchase Order to J.W. Turf Inc., Elgin, Illinois, in the amount of
$82,658.36, for the purchase of a 2020 John Deere 4066R Tractor, a 2020John Deere
6500A Fairway mower, and a 2020 John Deere Z920M Ztrac, and approve Resolution
2020-SC-GOLF-EQUIP-PO-R-1848.

A RESOLUTION APPROVING THE WAIVER OF FURTHER BIDDING AND AUTHORIZING THE
PURCHASE OF GOLF MAINTENANCE MOWERS AND TRACTOR
WHEREAS, Oak Brook Village Code Section 1-7-10 authorizes the Village to participate in
cooperative purchasing arrangements; and
WHEREAS, the Village is a member of the Sourcewell Purchasing Cooperative ("Sourcewelf'), a
government purchasing cooperative; and
WHEREAS, Sourcewell solicited bids on the Village's behalf for tractor, a fairway mower, and a
riding mower to be used by Golf; and
WHEREAS, the Village reviewed the results of Sourcewell's bidding process and determined that
the bids offered by J.W. Turf, Inc., Elgin, Illinois ("J.W. Turf', for a 2020 John Deere 6500A Fairway
Mower, a 2020 John Deere Z920M Ztrac Riding Mower, and a 2020 John Deere 4066R Tractor, were the
lowest responsive and responsible bids; and
WHEREAS, the Village hereby waives any additional bidding requirements and wishes to accept
J.W. Turf's bid, in accordance with this Resolution;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows:
Section 1: The Village Manager is hereby authorized to: a) execute a purchase order
attached hereto as Exhibit A for a 2020 John Deere 6500A Fairway Mower, a 2020 John Deere Z920M
Ztrac Riding Mower, and a 2020 John Deere 4066R Tractor, in the amount of$82,658.36; and b) take all
steps necessary to implement the terms of this Resolution.
Section 2: The Village authorizes the adoption of this Resolution and the execution of the
purchase order without the need for further competitive bidding because the Village obtained bids through
its membership in Sourcewell, a government purchasing cooperative.
Section 3: This Resolution shall be in full force and effect from and after its passage and
approval by the Village President.
