SUBJECT: Street Light Energy Incentive&Energy Savings

BUDGET SOURCE/BUDGET IMPACT: Program#171-90400 Hotel/Motel
Structural Improvements in the amount of$122,862. A Commonwealth Edison Street
Light Incentive program will reduce the cost by- $44,800 for a total cost of$78,062.
RECOMMENDED MOTION: I move the Village Board waive competitive bidding
and authorize staff to issue a purchase order to Lyons/Pinner Electric, LaGrange, Illinois
the Village's Traffic Signal and Street Light Contractor in the amount of$122,862 and
approve Resolution R-1830, subject to final attorney review. A Resolution to replace the
shoe box style street light heads with 400 watt High Pressure Sodium light bulbs along
Jorie Boulevard,Kensington,Kensington Court,North Spring Road and 16th Street. These
lights will be replaced with new 135 watt LED International Dark Sky Association Listed
"Green Cobra" fixtures. The installation of LED Lighting will give an annual savings of
$23,976 with an estimated pay back of 3.26 years.
Backmund/Historv: At the May 28 Board meeting the Village Board approved a four
(4) year Traffic Signal and Street Light System Maintenance contract with Lyons/Pinner
Electric.As part of their contract the village was given discounted prices for labor, supplies
and equipment.
As part of the 2019 budget staff had proposed a Hotel/Motel Beautification project for Jorie
Blvd., Kensington and Kensington Court, which included redesigned median plantings,
irrigation and pedestrian crossings. New underground wiring, new street light poles with
"Dark Sky" LED style street light heads and new Traffic Signal wiring and all new
galvanized posts,mast arms,signal heads,pedestrian crossing heads and push buttons were
also included. The old style pedestrian crossings will be replaced with the new style
pedestrian hand/man with count down timers.

A RESOLUTION
AUTHORIZING THE ISSUANCE OF A PURCHASE ORDER TO
LYONS/PINNER ELECTRIC CO TO REPLACE STREET LIGHT HEADS TO LED LIGHTS
WHEREAS, the Village of Oak Brook (hereinafter referred to as the "Village") is an Illinois
Municipal Corporation organized pursuant to the laws of the State of Illinois;
WHEREAS, the Village upon approval of the corporate authorities may issue a Purchase
Order to another party pursuant to Illinois Statute;
WHEREAS, the Village has previously authorized and approved a four year traffic signal
and street light system maintenance program (hereinafter referred to as "Program") and as a
result of which authorized a contract with Lyons/Pinner Electric Co. (hereinafter referred to as
"Contractor") which provides for discounted pricing for labor, supplies and equipment;
WHEREAS, as part of the 2019 budget staff had requested that the Hotel/Motel
Beautification Project for Jorie Boulevard, Kensington and Kensington Court be included as part
of said budget and the necessary funds be allocated accordingly;
WHEREAS, the Village, in furtherance of said Program, now desires to issue a Purchase
Order to Contractor for the replacement of the shoe box style street light heads with 400 watt high
pressure sodium light bulbs along Jorie Boulevard, Kensington, Kensington Court, North Spring
Road and 16th Street. These lights will be replaced with new 135 watt LED International Dark Sky
Association Listed: Green Cobra" fixtures;
WHEREAS, the Corporate Authorities of the Village of Oak Brook are of the opinion that
that it is in the best interests of the safety, health and welfare of the residents to issue said
Purchase Order to Lyons/Pinner Electric Co., LaGrange, Illinois for the purposes referenced
herein.
NOW, THEREFORE, BE IT RESOLVED, in open meeting assembled by the Village
President and Board of Trustees of the Village of Oak Brook, Cook and DuPage Counties, Illinois
as follows:
Section One - Recitals
The Board of Trustees hereby find that all of the recitals hereinbefore stated as contained
in the preamble to this resolution are full, true and correct and do hereby, by reference, incorporate
and make them part of this resolution as legislative findings.
Section Two —Approval of Purchase Order
The Village hereby approves the issuance of a Purchase Order in the amount of$122,862
(one hundred twenty-two thousand eight hundred sixty-two dollars and no cents) for the
replacement of the shoe box style street light heads with 400 watt high pressure sodium light
bulbs along Jorie Boulevard, Kensington, Kensington Court, North Spring Road and 16th Street.
These lights will be replaced with new 135 watt LED International Dark Sky Association Listed:
"Green Cobra" fixtures (attached hereto and made a part hereof as Exhibit A).

Section Three -Authorization
The Village Manager is hereby authorized to execute the Purchase Order for the
replacement of the shoe box style street light heads with 400 watt high pressure sodium light
bulbs along Jorie Boulevard, Kensington, Kensington Court, North Spring Road and 16th Street
with such changes therein. These lights will be replaced with new 135 watt LED International
Dark Sky Association Listed: "Green Cobra" fixtures.
Section Four- Other Actions Authorized
The officers, employees and/or agents of the Village shall take all actions necessary or
reasonably required to carry out and give effect to the intent of this Resolution and otherwise to
consummate the transactions contemplated herein, and shall take all actions necessary in
conformity therewith including, without limitation, the execution and delivery of all documents
required to be delivered in connection with the transaction contemplated herein.
Section Five —Authorization of Expenditures
The Corporate Authorities hereby authorize and direct the expenditure of all costs related
to the execution of the Purchase Order, additionally, the Village is authorized and directed to
allocate and spend all necessary funds to fulfill the requirements of the Purchase Order and of
this Resolution.
Section Six—Waiver of Bidding Process
To the extent that any requirement of bidding would be applicable to any of the
transactions contemplated hereunder, the same is hereby waived.
Section Seven - Acts of Village Officials
That all past, present and future acts and doings of the officials of the Village that are in
conformity with the purpose and intent of this Resolution are hereby, in all respects, ratified,
approved, authorized and confirmed.
Section Eight— Effective Date
This resolution shall be in full force and effect from and after its passage, approval and
publication as provided by law.
Section Nine—Conflict Clause
All resolutions, parts of resolutions or board actions in conflict herewith are hereby repealed
to the extent of such conflict.
Section Ten — Saving Clause

If any section, paragraph, clause or provision of this Resolution is declared by a court of
law to be invalid or unconstitutional, the invalidity or unconstitutionality thereof shall not affect the
validity of any other provisions of this Resolution, which are hereby declared to be separable.
Section Eleven - Publication
This resolution shall be published in book or pamphlet form as provided by the Illinois
Municipal Code.
Section Twelve - Recording
This resolution shall be entered into the minutes and upon the journals of the Board of
Trustees of the Village of Oak Brook.
