K BUTLER GOVERNMENT CENTER 1200 OAK BROOK ROAD OAK BROOK, ILLINOIS 630-368-5000 AGENDA ITEM Regular Board of Trustees Meeting of September 24, 2019 SUBJECT: Traffic Signal Energy Incentive&Energy Savings FROM: Doug Patchin, Director of Public Works,7�?p BUDGET SOURCE/BUDGET IMPACT: Program#171-90400 Hotel/Motel Structural Improvements in the amount of$287,274, a Commonwealth Edison Traffic Signal Incentive program will reduce the cost by- $51,840 for a total cost of$235,434. RECOMMENDED MOTION: I move the Village Board waive competitive bidding and authorize staff to issue a purchase order to Lyons/Pinner Electric, LaGrange, Illinois the Village's Traffic Signal and Street Light Contractor in the amount of$287,274 and approve Resolution R-1829, subject to final attorney review. A Resolution to replace the traffic signal poles, mast arms, signal heads, pedestrian crossing signals and pedestrian signal pushbuttons along Jorie Boulevard, at Forest Gate, Kensington, and the intersection south of 22nd Street. Along with North Spring Road at Commerce, Harger and on 16th Street at the Oakbrook Mall entrance. These new traffic signals will have LED light bulbs with battery backups. Back2round/History• At the May 28 Board meeting the Village Board approved a four (4) year Traffic Signal and Street Light System Maintenance contract with Lyons/Pinner Electric As part of their contract the village was given discounted prices for labor, supplies and equipment. As part of the 2019 budget staff had proposed a Hotel/Motel Beautification project for Jorie Blvd., Kensington and Kensington Court, which included redesigned median plantings, irrigation and pedestrian crossings. New underground wiring, new street light poles with "Dark Sky" LED style street light heads and new Traffic Signal wiring and all new galvanized posts,mast arms, signal heads,pedestrian crossing heads and push buttons were also included. The old style pedestrian crossings will be replaced with the new style pedestrian hand/man with count down timers. PRUSS, Village Clerk JOHN BARR PHILIP CUEVAS MICHAEL MANZO MOIN SAIYED EDWARD TIESENGA ASIF YUSUF Village Board Published in pamphlet form by authority of the President and the Board of Trustees of the Village of Oak Brook on this the 24th day of September, 2019 RESOLUTION NO. 2019-PO-STR-SGNL-PED-CRS-R-1829 A RESOLUTION AUTHORIZING THE ISSUANCE OF A PURCHASE ORDER TO LYONS/PINNER ELECTRIC CO TO REPLACE SIGNALS AND PEDESTRIAN CROSSINGS TO LED LIGHTS WHEREAS, the Village of Oak Brook (hereinafter referred to as the "Village") is an Illinois Municipal Corporation organized pursuant to the laws of the State of Illinois; WHEREAS, the Village upon approval of the corporate authorities may issue a Purchase Order to another party pursuant to Illinois Statute; WHEREAS, the Village has previously authorized and approved a four-year traffic signal and street light system maintenance program (hereinafter referred to as "Program") and as a result of which authorized a contract with Lyons/Pinner Electric Co. (hereinafter referred to as "Contractor") which provides for discounted pricing for labor, supplies and equipment; WHEREAS, as part of the 2019 budget staff had requested that the Hotel/Motel Beautification Project for Jorie Boulevard, Kensington and Kensington Court be included as part of said budget and the necessary funds be allocated accordingly; WHEREAS, the Village, in furtherance of said Program, now desires to issue a Purchase Order with Contractor for the replacement of traffic signal poles, mast arms, signal heads. pedestrian crossing signals and pedestrian signal pushbuttons along Jorie Boulevard at Forest Gate, Kensington and the Intersection South of 22nd Street. Along with North Spring Road at Commerce, Harger and on 16th Street at the Oakbrook Mall entrance; WHEREAS, the Corporate Authorities of the Village of Oak Brook are of the opinion that that it is in the best interests of the safety, health and welfare of the residents to issue said Purchase Order with Lyons/Pinner Electric, Co., LaGrange Illinois for the purposes referenced herein. NOW, THEREFORE, BE IT RESOLVED, in open meeting assembled by the Village President and Board of Trustees of the Village of Oak Brook, Cook and DuPage Counties, Illinois as follows: Section One - Recitals The Board of Trustees hereby find that all of the recitals hereinbefore stated as contained in the preamble to this ordinance are full, true and correct and do hereby, by reference, incorporate and make them part of this ordinance as legislative findings. Section Two —Approval of Purchase Order The Village hereby approves the issuance of a Purchase Order in the amount of $287,274.00 (two hundred eighty-seven thousand two hundred seventy-four dollars and no cents) for the replacement of traffic signal poles, mast arms, signal heads, pedestrian crossing signals and pedestrian signal pushbuttons along Jorie Boulevard at Forest Gate, Kensington and the 2 Intersection South of 22nd Street. Along with North Spring Road at Commerce, Harger and on 16th Street at the Oakbrook Mall entrance and authorizes the execution of the related Purchase Order (attached hereto and made a part hereof as Exhibit A). Section Three-Authorization The Village Manager is hereby authorized to execute the Purchase Order for the replacement of traffic signal poles, mast arms, signal heads, pedestrian crossing signals and pedestrian signal pushbuttons along Jorie Boulevard at Forest Gate, Kensington and the Intersection South of 22nd Street. Along with North Spring Road at Commerce, Harger and on 16th Street at the Oakbrook Mall entrance with such changes therein. Section Four- Other Actions Authorized The officers, employees and/or agents of the Village shall take all actions necessary or reasonably required to carry out and give effect to the intent of this Resolution and otherwise to consummate the transactions contemplated herein, and shall take all actions necessary in conformity therewith including, without limitation, the execution and delivery of all documents required to be delivered in connection with the transaction contemplated herein. Section Five —Authorization of Expenditures The Corporate Authorities hereby authorize and direct the expenditure of all costs related to the execution of the Purchase Order, additionally, the Village is authorized and directed to allocate and spend all necessary funds to fulfill the requirements of the Purchase Order and of this Resolution. Section Six—Waiver of Bidding Process To the extent that any requirement of bidding would be applicable to any of the transactions contemplated hereunder, the same is hereby waived. Section Seven - Acts of Village Officials That all past, present and future acts and doings of the officials of the Village that are in conformity with the purpose and intent of this Resolution are hereby, in all respects, ratified, approved, authorized and confirmed. Section Eight—Effective Date This resolution shall be in full force and effect from and after its passage, approval and publication as provided by law. Section Nine—Conflict Clause All resolutions, parts of resolutions or board actions in conflict herewith are hereby repealed to the extent of such conflict. 3 Section Ten — Saving Clause If any section, paragraph, clause or provision of this Resolution is declared by a court of law to be invalid or unconstitutional, the invalidity or unconstitutionality thereof shall not affect the validity of any other provisions of this Resolution, which are hereby declared to be separable. Section Eleven - Publication This resolution shall be published in book or pamphlet form as provided by the Illinois Municipal Code. Section Twelve- Recording This resolution shall be entered into the minutes and upon the journals of the Board of Trustees of the Village of Oak Brook.
