SUBJECT: Agreement Extension—2020 Independence Day Fireworks Display

BUDGET SOURCE/BUDGET IMPACT: 816-79400 (Open Fields — Independence
Day) includes $25,000 for the Fireworks Display
RECOMMENDED MOTION: I move that the Village Board exercise its option to
extend the agreement with Melrose Pyrotechnics, Kingsbury, IN for the 2020
Independence Day Fireworks Display and issue a purchase order in the amount of
$25,000 and approve Resolution R-1851.
Background/History:
At the January 22, 2019 meeting, the Village Board approved an agreement with Melrose
Pyrotechnics for the 2019 Independence Day Fireworks Display. Section 15, of the
agreement,titled"Option to Renew" states that the Village shall have options to renew for
the 2020, 2021, 2022 and 2023 Displays by delivering written notice to the Contractor.
Melrose Pyrotechnics has performed more than 23 years of fireworks displays for the
Village at a very high caliber that the attendees of the Taste of Oak Brook have come
accustomed to. They are a reliable vendor that understands the event, the Sports Core
property, are able to meet the Village's insurance requirements, and work exceptionally
well with Village staff and the event management firm. They also agreed to lock in their
price of$25,000 for the Friday, July 3,2020 Fireworks Display(see attached letter). Rain
date will be Saturday, July 4, 2020.

All fireworks used by Melrose Pyrotechnics are top grade, and are tested and certified by
the manufacturer to assure their individual quality, performance and safety. Additionally,
Melrose Pyrotechnics will provide the Village with a twenty-three (23) minute crowd
pleasing show that will be synchronized to music as well as provide a high degree of safety.
Recommendation:
That the Village Board awards an agreement to the proposer with the best overvall value
to the Village, Melrose Pyrotechnics, Kindsbury, IN, for the 2019 Independence Day
Fireworks Display in the amount of$25,000. Additionally, I move that the Village Board
approves Resolution R-1779.

On January 22, 2019, the Village entered into a Fireworks Display
FireDepartment Agreement ("Agreement") for Melrose Pyrotechnics, Inc. to provide

A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF AN OPTION TO RENEW
THE AGREEMENT BY AND BETWEEN THE VILLAGE OF OAK BROOK AND
MELROSE PYROTECHNICS FOR THE 2020 INDEPENDENCE DAY FIREWORKS DISPLAY
WHEREAS, on January 22, 2019, the Village awarded and entered into an agreement
("Agreement'l with Melrose Pyrotechnics ("Melrose'l for Melrose to conduct a July 3, 2019 fireworks
display for$25,000.00; and
WHEREAS, the Agreement provides the Village options to renew the Agreement for Melrose to
provide fireworks displays on July 3, 2020, 2021, 2022 and 2023; and
WHEREAS, the Village exercised its option for Melrose to provide the July 3, 2020 fireworks
display; and
WHEREAS, the Village now desires to exercise its option to extend the Agreement for Melrose to
provide the Village's July 3, 2020 fireworks display("Option'j; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to exercise its Option pursuant to the letter attached hereto as Exhibit A;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of,
this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of Option. The President and Board of Trustees hereby authorize the
Village to exercise its option to extend the Agreement for the Village's 2020 fireworks display.
Section 3: Authorization and Execution of the Option. The Village Manager shall be, and
hereby is, authorized to execute the Option letter in substantially the same form as attached hereto as
Exhibit A.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
