SUBJECT: Award of Contract—2020-2022 Gradall Services

BUDGET SOURCE/BUDGET IMPACT: $23,400.00 will be included in 364-71900 for
these services($7,600.00 in 2020, $7,800.00 in 2021, and$8,000.00 in 2022)
RECOMMENDED MOTION: I move that the Village Board waives the
competitive bidding process and awards a three-year contract to Western Gradall
Corp.,Naperville,Illinois for Gradall Services in the amount of$23,400.00($7,600.00
for 2020, $7,800.00 for 2021 and $8,000.00 for 2022). Additionally, I move that the
Village Board approves Resolution 2020-PW-CONTRCT-GRADALL-R-1871.
Background/History:
A Gradall is a specialty piece of equipment that Public Works contracts with Western
Gradall Corp. to reshape roadside ditches in order to provide proper drainage. Not doing
the reshaping of the roadside ditches will cause them to silt up, which causes flow
restrictions and sometimes total stoppage of water flow. Approximately four years ago,
we began contracting with Western Gradall Corp. to reshape problem ditch areas within
the Village. Western Gradall Corp. is the leading gradall services company in the area and
holds contracts with many surrounding municipalities that do not own their own gradall.
Staff is very satisfied with their work and their high standard of professionalism. Work is
scheduled for the week for September 21, 2020 and will take approximately 40 hours to
complete.
Recommendation:
That the Village Board waives the competitive bidding process and awards a three-year
contract to Western Gradall Corp, Naperville, Illinois for Gradall Services in the amount
of $23,400.00 ($7,600.00 for 2020, $7,800.00 for 2021 and $8,000.00 for 2022).
Additionally, I move that the Village Board approves Resolution 2020-PW-CONTRCT-
GRADALL-R-1871.

A RESOLUTION WAIVING COMPETITIVE BIDDING AND APPROVING AND AUTHORIZING THE
AWARD AND EXECUTION
OF A CONTRACT WITH WESTERN GRADALL CORP. FOR GRADALL SERVICES
WHEREAS, Gradall Services of roadside ditches are required on an annual basis to insure proper
water flow and to avoid flow restrictions and sometimes total stoppage; and
WHEREAS, Village staff recommended that the Village contract with Western Gradall Corp. due to
their ability to perform the Work and their high standard of professionalism; and
WHEREAS, Village staff recommends waiver of competitive bidding for the project in order to
ensure the Work meets the requirements of the Village; and
WHEREAS, pursuant to Section 1-74A of the Oak Brook Village Code, the Village has authority to
waive competitive bidding by a vote of two-thirds(2/3)of the village trustees then holding office; and
WHEREAS, based on the recommendation of Village staff, the information provided, and following
due consideration and review;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of,
this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Waiver of Competitive Bidding. The Board of Trustees authorizes the adoption of
this Resolution without the need for competitive bidding.
Section 3: Approval of Contract. The President and Board of Trustees hereby approve the
Contract by and between the Village and Western Gradall Corp. in substantially the same form as attached
as Exhibit A, and in a final form approved by the Village Attorney.
Section 4: Authorization and Execution of the Contract. The Village Manager and Village
Clerk shall be, and hereby are, authorized to execute the Contract after receipt of the final Contract fully
executed by Western Gradall Corp.
Section 5: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
