SUBJECT: Award of Contract—2020-2024 Fire Hydrant Painting Services

BUDGET SOURCE/BUDGET IMPACT: $100,000.00 will be included in 351-71700
for these services ($20,000.00 in the 2020—2024 Budgets)
RECOMMENDED MOTION: I move that the Village Board waives the
competitive bidding process and awards a five-year contract to Cryder Enterprises,
Inc., Minooka, Illinois for Fire Hydrant Painting Services, in the amount of
$100,000.00 ($20,000.00 in the 2020 — 2024 Budgets). Additionally, I move that the
Village Board approves Resolution 2020-PW-CONTRCT-HYDPNTG-R-1870.
Background/History:
The Oak Brook Fire Hydrant Painting Program has been taking place for fifteen(15)years.
During this time, we have contracted with Cryder Enterprises, Inc. to perform the work.
Staff previously requested quotes from other companies and Cryder submitted the lowest
cost per hydrant. Also, staff reviewed a Job Order Contract (JOC) submitted by another
municipality and the cost submitted by Cryder Enterprises was lower. In the Village water
system, there are 1345 fire hydrants. Cryder sandblast, primers and paints 250 hydrants
annually. Also,they service hydrants that are involved in accidents or after a construction
project is completed. The fire hydrants are painted with a special color named Oak Brook
Green. Staff is very satisfied with Cryder Enterprises' work and their high standard of
professionalism. Work is usually scheduled in late spring and is completed before year-
end.
Recommendation
That the Village Board waives the competitive bidding process and awards a five-year
contract to Cryder Enterprises, Inc., Minooka, Illinois for Fire Hydrant Painting Services,
in the amount of$100,000.00 ($20,000.00 in the 2020 — 2024 Budgets). Additionally, I
move that the Village Board approves Resolution 2020-PW-CONTRCT-HYDPNTG-R-
1870.

A RESOLUTION WAIVING COMPETITIVE BIDDING AND APPROVING AND AUTHORIZING THE
AWARD AND EXECUTION OF A CONTRACT WITH CRYDER ENTERPRISES, INC. FOR HYDRANT
PAINTING SERVICES
WHEREAS, Fire Hydrant Painting Services are required on an annual basis for maintaining the
hydrants; and
WHEREAS, The Oak Brook Fire Hydrant Painting Program has been taking place for fifteen (15)
years; and
WHEREAS, Village staff recommended that the Village contract with Cryder Enterprises, Inc. due
to their ability to perform the Work and their high standard of professionalism; and
WHEREAS, Village staff recommends waiver of competitive bidding for the project in order to
ensure the Work meets the requirements of the Village; and
WHEREAS, pursuant to Section 1-74A of the Oak Brook Village Code, the Village has authority to
waive competitive bidding by a vote of two-thirds(2/3)of the village trustees then holding office; and
WHEREAS, based on the recommendation of Village staff, the information provided, and following
due consideration and review;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of,
this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Waiver of Competitive Bidding. The Board of Trustees authorizes the adoption of
this Resolution without the need for competitive bidding.
Section 3: Approval of Contract. The President and Board of Trustees hereby approve the
Contract by and between the Village and Cryder Enterprises, Inc., in substantially the same form as
attached as Exhibit A, and in a final form approved by the Village Attorney.
Section 4: Authorization and Execution of the Contract. The Village Manager and Village
Clerk shall be, and hereby are, authorized to execute the Contract after receipt of the final Contract fully
executed by Cryder Enterprises, Inc.
Section 5: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
