R-1885 - 06/09/2020 - LIBRARY - Resolutions ITEM 6.D.3 BOARD OF TRUSTEES MEETING VILLAGE OF UPPER LEVEL CONFERENCE ROOM OAK BR , K BUTLER GOVERNMENT CENTER 1200 OAK BROOK ROAD OAK BROOK, ILLINOIS 630-368-5000 AGENDA ITEM Regular Board of Trustees Meeting of June 9, 2020 SUBJECT: Non-Resident Library Card Program FROM: Jacob Post, Head Librarian, and the Library Commission BUDGET SOURCE/BUDGET IMPACT: None RECOMMENDED MOTION: I move that the Village Board Pass Resolution 2020- LY-R-1885, A Resolution Authorizing and Directing the Oak Brook Public Library to Participate in the Non-Resident Library Card Program from July 1, 2020 to June 30, 2021. Backmund/History: In accordance with the administrative rules and regulations implementing Illinois Public Act 92-0166, the governing body of each public library is required to adopt a resolution annually to authorize and direct the library to participate in the non-resident card program. Each library governing board has the option to participate or not participate. Last year, the Village Board of Trustees adopted R-1812 directing OBPL to participate in the program from July 1, 2019 through June 30, 2020. Forty one non-resident cards were issued during 2019. Upon the recommendation of the Library Commissioners, the staff proposes that the Village Board authorize the Library to participate in this program from July 1, 2020 through June 30, 2021. The cost for a non-resident family card during this period is $287.00 using the State's required mathematical formula and $117.00 for an individual card. This is a $9 increase for a family card and a $4 increase for an individual card. Recommendation: The Oak Brook Public Library Commission and Head Librarian recommend that the Village Board adopt this resolution. PRUSS, Village Clerk JOHN BAAR PHILIP CUEVAS MICHAEL MANZO MOIN SAIYED EDWARD TIESENGA ASIF YUSUF Village Board Published in pamphlet form by authority of the President and the Board of Trustees of the Village of Oak Brook on this the 9th day of June, 2020 RESOLUTION 2020-LY-R-1885 A RESOLUTION AUTHORIZING AND DIRECTING THE OAK BROOK PUBLIC LIBRARY TO PARTICIPATE IN THE NON-RESIDENT LIBRARY CARD PROGRAM FROM JULY 1, 2020 TO JUNE 30, 2021 WHEREAS, the General Assembly passed Public Act 92-0166 which provides in part that public libraries may opt in or opt out of a non-resident card program which grants non-resident card holders borrowing privileges at all participating public libraries in the regional library system; and WHEREAS, Public Act 92-0166 was effective July 1, 2002; and WHEREAS, administrative rules and regulations implementing this public act provide at 26 III.Reg. 3050.20 that the governing body shall annually take action to decide whether to issue non-resident library cards during the ensuing 12 months; and WHEREAS, the Oak Brook Library Commission has recommended that the Village of Oak Brook participate in the non-resident library card program; and WHEREAS, the Village Board concurs with the Library Commission's recommendation. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: That for the period July 1,2020 to June 30,2021,the Oak Brook Public Library is hereby authorized and directed to participate in the non-resident library card program pursuant to Public Act 92- 0166 and the applicable implementing regulations. Section 2: That this resolution shall be in full force and effect from and after July 1, 2020. APPROVED THIS 9th day of June, 2020. Gopal G.
