A RESOLUTION BY THE VILLAGE BOARD OF THE VILLAGE OF OAK BROOK ON DIVERSITY AND
INCLUSION AND ON THE DEATH OF GEORGE FLOYD AND AFFIRMATION OF THE SHARED PRINCIPLES
OF THE ILLINOIS NAACP AND THE ILLINOIS CHIEFS OF POLICE
WHEREAS,we the Oak Brook Village Board wishes to express its profound sadness and
sympathy for the pain and anguish felt within the Black Community and all others in our Country over
the recent death of George Floyd.We abhor the actions which led to this death and condemn in the
strongest possible terms the actions regardless of whether these were acts of commission or omission,
individuals involved clearly failed to serve and protect. We urge the appropriate authorities to diligently
pursue justice for the family,and
WHEREAS,we clearly realize that the actions of these individuals are not typical of the law
enforcement profession and express our complete support for the overwhelming majority of police
officers who serve in an honest,ethical and fair manner while fulfilling their duties,and
WHEREAS,we clearly reject any movement to defund or disband the police as they are
essential to preserving public safety,we clearly recognize that the duties of police officers at times
require the use of force,including in some instances deadly force to neutralize a serious threat,and
WHEREAS,our Police Department has previously adopted the following 10 shared principles
which were developed through a collaborative effort between the Illinois NAACP state conference and
the Illinois Police Chiefs Association. At the time,our Police Chief,James Kruger was serving as
President of the Association and played a key role in formulating these principles.
WHEREAS that we affirm the following principles regarding the relationship between law
enforcement and the communities and people they serve in Illinois:
1. We value the life of every person and consider life to be the highest value.
2. All persons should be treated with dignity and respect.This is another foundational value.
3. We reject discrimination toward any person that is based on race,ethnicity,religion,color,
nationality,immigrant status,sexual orientation,gender,disability,or familial status.
4. We endorse the six pillars in the report of the President's Task Force on 21"Century Policing.The
first pillar is to build and rebuild trust through procedural justice,transparency,accountability,
and honest recognition of past and present obstacles.
5. We endorse the four pillars of procedural justice,which are fairness,voice(i.e.,an opportunity
for citizens and police to believe they are heard),transparency,and impartiality.
6. We endorse the values inherent in community policing,which includes community partnerships
involving law enforcement,engagement of police officers with residents outside of interaction
specific to enforcement of laws,and problem-solving that is collaborative,not one-sided.
7. We believe that developing strong ongoing relationships between law enforcement and
communities of color at the leadership level and street level will be the keys to diminishing and
eliminating racial tension.
8. We believe that law enforcement and community leaders have a mutual responsibility to
encourage all citizens to gain a better understanding and knowledge of the law to assist them in
their interactions with law enforcement officers.
9. We support diversity in police departments and in the law enforcement profession.Law
enforcement and communities have a mutual responsibility and should work together to make a
concerted effort to recruit diverse police departments.
10.We believe de-escalation training should be required to ensure the safety of community
members and officers.We endorse using de-escalation tactics to reduce the potential for

confrontations that endanger law enforcement officers and community members; and the
principle that human life should be taken only as a last resort; and
We vow by mutual affirmation to work together and stand together in our communities and at the state
level to implement these values and principles, and to replace mistrust with mutual trust wherever,
whenever, and however we can.
NOW,THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village
of Oak Brook that the Village of Oak Brook hereby reaffirms our support of and commitment to these
principles. And that all persons will be treated equally and with courtesy and respect.
BE IT FURTHER RESOLVED that the Village Board expresses our sincere appreciation for the efforts and
conduct of our officers during the challenging times of the past few weeks. We have no doubt
whatsoever, as to the commitment of our officers to fulfill their mission in compliance with these
principles.
BE IT FURTHER RESOLVED that Oak Brook recommends Police Departments across the nation to adopt
and operate by these principles. The Village of Oak Brook reaffirms the value, dignity, and fair
treatment of all people and aspire to the very best that our Country can be as a land of equal
opportunity and respect.
