SUBJECT: Resolution to Approve a Successor Agreement between the Village of Oak
Brook and the International Association of Fire Fighters Local#4646.

RECOMMENDED MOTION: I move that the Village Board approve Resolution
2019- CNTRCT-FD-IAFF-R-1827 to authorize the Village President to sign and the
Village Clerk to attest to a successor agreement between the Village of Oak Brook
and the International Association of Fire Fighters Local#4646.
Background/History:
Since January 1 s`of this year, the Village has been in negotiations with the Fire Union on their
successor contract. The Village's Bargaining Team completed our negotiations with our Fire
Department and we have a tentative agreement. The Fire Union voted to ratify the agreement
on Monday, September 16' and Tuesday, September 17°i. Highlights of the contract include:
• We have amended the subcontracting language as we have reduced the number of full-time
fire personnel from 28 to 27. The language now reads; "The Village may not subcontract or
contract out work performed by bargaining unit members when the number of bargaining
unit members is less than twenty-seven (27). "
• Agreement to a 4-year contract that mirrors the Police contract with raises that are reflected
as follows: 2.5% in 2019, 2.75% in 2020, 2.75% in 2021 and 3% in 2022.

• Additionally, we have negotiated specific time frames on when the Fire personnel can take
vacation, i.e., "A third bargaining unit member(but not a second lieutenant)may select a
day off between the Thursday immediately prior to Memorial Day and the Tuesday
immediately following Labor Day, as long as a Battalion Chief has not previously selected
such day off. "
• The Fire Chief will be allowed to reduce overtime up to 240 hours by taking a piece of
equipment out of service, excluding an ambulance, in order to reduce overtime, sending
personnel home, which will provide additional savings.
• The Fire Union was given Martin Luther King Day off as an additional holiday and we
combined the 11/2 days of Friday before Easter and News Year's Day to a whole day on New
Year's.
• Some additional minor language revisions per new state law.
Recommendation:
Staff recommends that the Village Board authorize the Village President to sign a
successor Collective Bargaining Agreement between the Village of Oak Brook and the
International Association of Fire Fighters Local#4646 to expire December 31,2022.

A RESOLUTION APPROVING A SUCCESSOR COLLECTIVE BARGAINING
AGREEMENT BETWEEN THE VILLAGE OF OAK BROOK AND THE
INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS LOCAL#4646
WHEREAS,many of the Fire Department employees employed by the Village of Oak Brook
("Village')are members of the International Association of Fire Fighters,Local#4646("Union's;and
WHEREAS,the Village and the Union desire to enter into an agreement governing the employment
terms between the Village and those employed members of the Union for the period between January 1,2018
and December 31,2022("Agreement'),which is attached hereto as Exhibit A.and
WHEREAS,the Village President and Board of Trustees hereby find and determine that it is in the
best interest of the Village to approve and enter into the Agreement.
NOW,THEREFORE,BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF OAK BROOK,DU PAGE AND COOK COUNTIES,ILLINOIS as follows:
Section 1:Recitals.The foregoing recitals are incorporated into,and made a part of,this Resolution
as the findings of the Village President and Board of Trustees.
Section 2:Approval of the Agreement The President and Board of Trustees hereby approve the
Agreement by and between the Village and the Union in substantially the form attached to this Resolution as
Exhibit A.
Section 3:Authorization and Execution of the Agreement.The Village President and Village
Clerk shall be,and hereby are,authorized to execute the Agreement after receipt of the final Agreement fully
executed by the Union.
Section 4: Effective Date.This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
