DEAN BOARD ROOM OAK BR , K BUTLER GOVERNMENT CENTER 1200 OAK BROOK ROAD OAK BROOK, ILLINOIS 630-368-5000 AGENDA ITEM Regular Board of Trustees Meeting of November 24, 2020 SUBJECT: Award of Contract for Actuarial Services FROM: Jason Paprocki, Finance Director J BUDGET SOURCE/BUDGET IMPACT: Account 211-77150 Actuarial Services RECOMMENDED MOTION: I move that the Village Board approve Resolution 2020-FIN- CNTRCT-ACT-R-1916, "A Resolution Approving and Authorizing Award Of Contract to The Nyhart Company, Inc. for Actuarial Services" for fiscal year 2021, with one-year option renewals for 2022-2025. Background/History: In 2015, the Village entered into a five year agreement with The Nyhart Company, Inc. (Nyhart) to provide actuarial services for the Police Pension, Fire Pension, and Other Post-Employment Benefits (OPEB)plans for years 2016-2020. Nyhart was chosen amongst five vendors through a request for proposal (RFP)process. During the initial five-year agreement,Nyhart has proved to be a valuable resource for the Village. Nyhart representative Mike Zurek has answered numerous pension related questions,provided calculations for various scenarios, and updated future pension modelers each year. The Village has not been charged extra for any serivice,nor have we had a price increase for the Police and Fire valuations in the five years. The initial 2016-2020 contract called for annual $250 increases for Police and Fire,but these were waived each year. Any year-to-year price increases relate to the OPEB valuation, and have been due to Governmental Accounting Standards Board(GASB) reporting changes. Due to uncertaintiy with the State's pension consolidation efforts in the coming years, we would like to extend Nyhart to continue providing actuarial services on a year to year basis. It's possible the State consolidates actuarial services in the coming years, similar to how its done with investment services. If this occurs, the Village would no longer have a need to hire its own actuary to provide recommended contribution numbers. BOT AGENDA Page 1 �G The proposed agreement covers five years of fixed fees and can be renewed each year. Nyhart has again agreed to hold fees for the Police and Fire Pension valuations at $7,500 each, which matches the amounts paid for the 2016-2020 valuations. The OPEB valuation pricing varies from year to year based on the testing and reporting requred by GASB. Nyhart will continue to provide the annual projection modelers, as well as provide information and calculations as they arise throughout the year. The full agreement has been attached to this memo for review. Consultant will provide the Village with a certificate of insurance and additional insured endorsement showing the Village added to the General Liability Insurance as an additional insured. 7.
