SUBJECT: A Professional Engineering Services Agreement for the 2021 Water
Distribution Improvements, Brook Forest Subdivision Phase IV.

BUDGET SOURCE/BUDGET IMPACT: $2,774,390 from account 451-91000,
Water Distribution Improvements.
RECOMMENDED MOTION: I move Village Board award a Professional Services
Agreement to Burke LLC, Rosemont, Illinois in the amount of$2,774,390, and approve
Resolution R-1916, subject to final attorney review. A Resolution Approving and
Authorizing a Professional Engineering Services Agreement related to a Construction
Management Contract for the Designer-Led Design-Build By and Between the Village of
Oak Brook and Burke, LLC for the Brook Forest Subdivision Phase IV section of the 2021
Water Distribution Improvements.
Background/History:
The Brook Forest Subdivision Phase IV Water Distribution Improvements includes the
northeast quarter section of Brook Forest. Water Main replacement on Kingston Drive,
Hamilton Lane, Victoria Court, and Regent Drive.
As discussed at the May 25, 2021 Board of Trustees Meeting, former Public Works
Director Doug Patchin detailed the improvement plan for Brook Forest. The plan is
essentially four phases being water main replacement followed by street improvements.
As they did during the 2020 phase 11 water main process, Geradi Sewer & Water once
again approached Burke, LLC during the 2021 phase III process and offered to hold their
discounted pricing, including material costs should the Village move up phase IV into
the summer/fall of 2021. If approved, this could allow the street improvements to be
completed in 2022 rather than 2023 as originally planned.

Also mentioned was the 2018 Water Master Plan estimating the original cost to complete
all of Brook Forest water main improvements at $12,272,000. Based on the work
completed to date and the anticipated work that remains, we are on track to complete
all four phases for approximately$9,500,000, a savings of over$2.7 million.

This project will be paid through the Village's Water Distribution Improvement Fund.
Recommendation:
