RECOMMENDED MOTION: Move to approve Resolution 2021-AJUD-PD-FOP-
R-1965,a resolution approving and authorizing the execution of a settlement
agreement by and between the Village of Oak Brook and the Illinois Fraternal
Order of Police Labor Council.
Background/History:
Due to the COVID-19 pandemic and emergency,the Village Board instituted an across the
board wage freeze as part of the 2021 appropriations and budget as a fiscally prudent
measure because of the unknown effects the pandemic would have on revenue. This wage
freeze effected labor contracts that were in effect at the time. Subsequently grievances
were filed under provisions in the collective bargaining agreements that then led to circuit
court findings.
Now that the Village has adequately recovered from the pandemic as businesses were able
to fully open,the projections indicated that there would be the appropriate level of revenue
to reinstate wage increases and retroactivity back to January 1,2021. This allowed for this
agreement to drop all pending litigation in reference to these issues in return to make
employees whole from the beginning of the year.
Recommendation:
Staff and legal counsel recommends the Village Board approve Resolution R-1965 upon
authorization of budget amendment 2021-BU-AMEND-S-1632.
