SUBJECT: Award of Contract—Golf Club Park Lot Lighting Improvements Project

BUDGET SOURCE/BUDGET IMPACT: $150,000.00 will be included in the Golf Club
Structural Improvements Account(831-90400)in
the 2022 Budget
RECOMMENDED MOTION: I move that the Village Board award a contract to the lowest
responsible bidder with the lowest responsive bid, Utility Dynamics Corporation, Oswego,
Illinois, for the Golf Club Parking Lot Lighting Improvements Project, based on the unit
prices in the attached bid tabulation,for an estimated total project price of$128,420.00,and
that the Village Board approve Resolution R-1978.
Background/History:
A solicitation for bids for the Golf Club Parking Lot Lighting Improvements Project was posted on
the Village website on Thursday,November 18, 2021. Three (3) sealed bids were received and
opened on Thursday December 2, 2021. Christopher B. Burke (our consulting engineer)
recommends that we award the contract to Utility Dynamics Corporation, the lowest responsible
bidder who submitted the lowest responsive bid(see attached letter). Utility Dynamics Corporation
has previously worked in the Village, most recently on the Windsor Drive Streetscape and
Widening Project,and staff is satisfied with their work and professionalism.
The project consists of the installation of light standards at the Golf Club parking lot located just
south of the Club House. The proposed work will be installing conduit,electrical cable,light pole
foundations, handhole, standard lighting units, and all applicable restoration. Lighting will be
connected to an existing panelboard located in the Club House.
The anticipated start date for this project is on or before April 4,2022,with substantial completion
by April 29, 2022, plus extensions as needed due to the lead-time of 18 weeks for furnishing the
light poles.
Recommendation:
That the Village Board award a contract to the lowest responsible bidder with the lowest responsive
bid,Utility Dynamics Corporation,for the Golf Club Parking Lot Lighting Improvements Project,
based on the unit prices in the attached bid tabulation, for an estimated total project price of
$128,420.00,and that the Village Board approve Resolution R-1978.

Christopher B. Burke Engineering, Ltd. (CBBEL) has reviewed the three (3) bids that
were opened and read publicly at 10:00 a.m. on Thursday, December 2, 2021, at the
Village Hall (bid tabulation attached). The apparent low bidder is Utility Dynamics Corp
with a total as read bid amount of $128,420.00.
CBBEL has reviewed the proposal documents and verified that Utility Dynamics Corp
(UDC) is indeed the low bidder. UDC has previously worked in the Village of Oak Brook,
most recently on the Windsor Drive Streetscape and Widening Project. CBBEL
recommends award of the Oak Brook Golf Club Parking Lot Lighting Improvements to:

Please note that we have been advised that the lead time for furnishing the light poles is
currently 18 weeks. If the Village elects to move forward with this project, we suggest
awarding the project as soon as possible to avoid any further delays to the project's
