SUBJECT: Sole Source Purchase of Taser 7 Conducted Energy Weapons from Axon
Enterprise, Inc.

RECOMMENDED MOTION: I move to approve Resolution No. 2022-PD-PG-R-1983
to waive competitive bidding and purchase eighteen (18) Taser7 Conducted Energy
Weapons, accompanied certification bundles, training cartridges, unlimited duty
cartridges, necessary accessory items, scenario virtual reality software, and virtual reality
training equipment, from Axon Enterprise, Inc., 17800 N. 85th Street, Scottsdale, AZ.
85255 in the amount of$110,967.79 to be paid for over the next five years with payments
annually of$22,193.56.
Background/History.
The Police Department is in need of replacing its current Taser Conducted Energy
Weapons. Through wear and tear,the Department currently only has eight(8) operational
Tasers. Our current warranty and servicing agreement expires in the first quarter of 2022.
Aside from the need to replace the current inventory of Tasers, the Department needs to
increase our inventory to eighteen (18) Taser7 model conducted energy weapons. During
an increased deployment of officers during large-scale activations of personnel in 2020,
we identified the need to ensure we have more less lethal weapon options available to our
officers. Since the nationwide increase in civil unrest in 2020,we have seen an increase in

businesses in the Village detailing our officers. With this increase, we have been forced to
have officers working without Tasers. This increase in Taser inventory will ensure officers
assigned to patrol operations will have the necessary less lethal options available to them.
The increase will also allow Tasers to be available by our Detectives when following up
on investigations or extra patrols in the Village.
Over the past several years, our Department has focused on increasing training instructors
within our Department. This allows for increased flexibility of training with officers. This
flexibility helps to control overtime and scheduling demands and giving us the ability to
limit more expensive outside training classes. The virtual reality scenario software and
equipment in this purchase will ensure we have Department resources to conduct scenario-
based training using multiple weapon systems. This will allow for training in-house to
accomplish State of Illinois mandated training for law enforcement officers.

This purchase cost is being spread out over five years, although all equipment will be
delivered up front. The annual cost of this purchase will come from budget line Support
General Equipment 631-65000 which has been increased to accommodate this purchase.
Budget lines Training 631-52300,Uniforms 631-60450, and Ammunition 631-62500 have
been decreased accordingly to ensure this purchase does not create an increase to the
overall budget program General Support Services 631. These accounts were selected as
the costs would be allocated if these bundled service and equipment pricing were
purchased separately. By bundling this purchased as proposed, the Village will realize a
savings of$32,262.68.
Recommendation:
Staff requests the Village Board approve Resolution No. 2022-PD-PG-R-1983, sole source
purchase agreement with Axon Enterprises, Inc. Our Department has done a great deal of
planning to ensure we are prepared for state mandates, equipment replacement, and
transitioning to more in-house training. This planning and preparation has put our
department in a position of using current budget account levels to pay for this purchase.
We do not anticipate any necessary increases in these budget accounts over the course of
this purchase agreement barring an unforeseen circumstance.
