BUDGET SOURCE/BUDGET IMPACT: This proposed short-term lease for the soccer office, commonly known as 700 Oak Brook Road, would net$12,000 in 2022, $18,000 in 2023, $21,000 in 2024, and$30,000 in both 2025 and 2026. RECOMMENDED MOTION: I move the Village Board approve Ordinance 2022-SC- AG-EX-S-1640 "An Ordinance Approving and Authorizing the Execution of a Short-Term Lease Agreement for the Property Commonly Known as 700 Oak Brook Road" Backeround/Historv: On November 23, 2021, the Village approved Resolution 2021-SC-AG-R-1976 authorizing the Village Attorney to enter into negotiations with Premier Athletic Management for soccer field management and bring back an agreement for approval at a future Village Board Meeting. Subsequent to that meeting, staff and the Village Attorney worked with Premier Athletic Management and that draft agreement to negotiate an agreement covering the full spectrum of soccer field management services. That management agreement is listed separately on the January 25,2022 Village Board meeting agenda for approval. As part of the operation, Premier Athletic Management has also proposed to lease the soccer office, located near the field,at 700 Oak Brook Road. In order to accommodate the initial year in which two fields will offline due to new turf establishment, as well as program startup and growth, the proposed lease includes a lease rate ramp up throughout the first few years of its term. In comparison, the prior tenant in the building paid $1,550 per month from 2011 to 2019 and $2,500 per month in 2020 and 2021. The most recent lease with the prior tenant came with the obligation to invest $17,500 in building improvements in 2020 alone, with other years investments not yet identified. The 2020 BOT AGENDA Page 1 GG-S i improvements included new windows, remodeled bathrooms, a new deck attached to the facility, a new water heater, HVAC repair, painting, and door hardware upgrades. Many of these items were completed in-house and the aforementioned costs include only out of pocket material and contractor costs, not including staff labor hours. For Premier Athletic Management,the building improvement needs include only painting of a few walls and removal of old carpeting, to be replaced with a more durable flooring installation. Again, this work can be completed in-house by Village crews, this time needing only a couple thousand dollars of material and man-hours.
