SUBJECT: DuPage Mayors and Managers Conference 2022 Legislative Positions

RECOMMENDED MOTION: Motion to approve Resolution 2022-DMMC-LP-R-1998,
A Resolution Adopting the 2022 Legislative Positions And Priorities of the DuPage
Mayors and Managers Conference with an Exception as Reflected in the Resolution.
Background/History:
The Village has in the past adopted the legislative positions of the DuPage Mayors and f
Managers Conference (DMMC) and the Illinois Municipal League (as expressed in their
respective Legislative Action Program and in other legislative positions taken in the course
of the legislative session) as Village policy through adoption of formal resolutions to that
effect.
The DMMC's 2022 Legislative Action Program, includes the following listed legislative
priorities:
- Preserving local authority in order to allow municipalities to serve the distinct needs of

their residents and businesses by 1) protecting qualified immunity to ensure local
governments are not unduly liable for municipal officials discharging their duties in
accordance with existing policy;2)preserving Tax Increment Financing(TIF)authority to
ensure municipalities complete redevelopment projects and continue investment in local
economic development; 3) removing restrictions on non-home rule municipalities use of
hotel/motel and locally-imposed sales tax revenue; and 4) permitting non-home rule
municipalities to implement and utilize locally imposed motor fuel taxes (MFT)consistent
with Cook County non-home rule municipalities.

- Ensuring sustainable municipal budgets in order to fund essential municipal services by
1) returning the Local Government Distributive Fund to 10%; 2) extending the
amortization period for public safety pensions to 2050 to align with other state and
Chicago-based funds; 3) repealing the state administrative fee on locally imposed sales
taxes; and 4)allowing application of hotel/motel taxes to stays of 30 days or longer.
This item previously appeared on the Village Board's January 25th agenda. At that time,
the Village Board deferred approval with the recommendation that staff strike support for
extending the amortization period for public safety pensions to 2050 to align with other
state and Chicago-based funds since doing would further perpetuate the problem of
structural pension underfunding, creating greater future pension liabilities. The attached
resolution has been modified in accordance with direction provided by the Village Board.
Recommendation:
In order to provide appropriate guidance to our Legislators and Village staff, I encourage
the Board to adopt the legislative positions expressed by the DuPage Mayors and Managers
Conference in its 2022 Legislative Action Program (LAP), with the exception of the
pension funding extension provision.
