SUBJECT: Sole Source Purchase of Body Worn Camera(BWC) System from
Watch Guard Video, Inc.

RECOMMENDED MOTION: I move to approve Resolution 2022-PD-PG-R-2004 to
waive competitive bidding and purchase twenty (25) Body worn camera systems,
accompanied licensing, necessary accessory items, and four year no fault warranty from
WatchGuard Video, Subsidiary of Motorola, 415 E. Exchange Parkway, Allen, TX 75002
in the amount of$31,085.00.
Background/History:
The Police Department successfully deployed 20 WatchGuard Body Worn Camera
systems in 2021. The systems have operated well with very minimal maintenance or
performance issues. The Department has recognized the need to outfit the entire
department with these body worn cameras,most notably in the event the entire department
is required to respond to a large scale incident.
Recommendation:
Staff requests the Village Board approve Resolution 2022-PD-PG-R-2004, a sole source
purchase agreement with WatchGuard Video. This system has provided an efficient
retrieval and archival of video files utilizing the existing system and redaction software.
The WatchGuard system has proven to provide a cost effective in-house storage solution,
reliable and effective method to record department member encounters with the public,and

an effective tool to assist in mitigating erroneous complaint and internal investigations.
The Department has worked with IT to insure the existing system will support the addition
of these new pieces of equipment. This sole source purchase will allow the Department to
maintain continuity and compatibility with the existing system,streamlining the expansion
process.
