SUBJECT: Award of Agreement—2022 Independence Day Fireworks Display

BUDGET SOURCE/BUDGET IMPACT: 816-79400 (Open Fields — Independence
Day) includes$32,500.00 for the Fireworks Display
RECOMMENDED MOTION: I move that the Village Board approve Resolution R-
1995 and award an agreement to the sole proposer, Miand Inc. DBA Mad Bomber
Fireworks Productions, LaPorte, IN, for the 2022 Independence Day Fireworks
Display in the amount of$32,500.00.
Background/History:
On November 2,2021, an RFP was posted on the Village website and sent to fourteen(14)
companies for the 2022 Independence Day Fireworks Display. On November 16, 2021,
one (1) vendor, Miand, Inc. DBA Mad Bomber Fireworks Productions (Mad Bomber),
submitted a proposal for $32,500.00. After reviewing the submitted materials, and
checking references, staff is satisfied with their proposal and recommends awarding an
agreement for the 2022 Independence Day Fireworks Display to Mad Bomber. Staff also
reached out to vendors that received the Request for Proposal to ask why they chose not to
submit. Many vendors no longer have the staff to take on another Independence Day
Fireworks Display, and some are no longer in business or have merged with other
pyrotechnic companies due to retirements of pyro-technicians and other COVID-19
impacts.
All fireworks used by Mad Bomber are top grade, and are tested. and certified by the
manufacturer to assure their individual quality,performance and safety. Mad Bomber will

provide the Village with a twenty-three(23)minute crowd-pleasing show synchronized to
music and will maintain a high degree of safety.
Section 15, of the agreement, titled "Option to Renew" states that the Village shall have
four options to renew for the 2023, 2024, 2025, and 2026 Displays by delivering written
notice to the Contractor. After the 2022 fireworks display, staff will decide whether to
renew with Mad Bomber for 2023 or to conduct a full RFP process.
Recommendation:
Staff recommend that the Village Board approve Resolution R-1995 and award an
agreement to the sole proposer, Miand Inc. DBA Mad Bomber Fireworks Productions,
LaPorte, IN, for the 2022 Independence Day Fireworks Display in the amount of
$32,500.00.
