SUBJECT: Contract Amendment—Mosquito Abatement Services

BUDGET SOURCE/BUDGET IMPACT: $70,905.00 in Mosquito Control(312-73300)
in the 2022 Budget
RECOMMENDED MOTION: I move that the Village Board waive the formal
bidding process and approve a contract amendment with Clarke Environmental
Mosquito Management, Inc., Roselle, Illinois, in the amount of $212,715.00
($70,905.00 for 2022, $70,905.00 for 2023 and $70,905.00 for 2024) for mosquito
abatement services, and approve Resolution 2006.
Background/History:
At both the January 28, 2020 and January 24, 2017 meetings, the Village Board approved
contract amendments with Clarke Environmental Mosquito Management, Inc. (Clarke).
Also at the April 8, 2014 meeting, the Village Board awarded a three-year contract to
Clarke for mosquito abatement services. Staff conducted the bid process both in March
2011 and 2014 and Clarke was the sole responsive and responsible bidder. There is no
price increase for the term of the contract extension (see attached letter from Clarke).
Clarke's services include installation and maintenance of light traps to evaluate adult
mosquito activity, inspection and treatment of known and potential breeding sites, staffing
an 800 mosquito hotline, and Village-wide Ultra-Low Volume aerosol misting for adult
mosquito populations.

Some of the major reasons that staff recommends the approval of the amendment with
Clarke include:
1. They are the only commercial mosquito treatment company in the area that
offers helicopter treatment, which we have used to treat the area golf courses.
2. They currently have agreements with every community in DuPage County, and
they schedule treatments to ensure each community is covered without the
worry of missing a border.
3. They sell the Village a proprietary catch basin treatment (Natular) that staff
places in the catch basins. Conducting the treatment in-house reduces the
Village's monthly cost for mosquito abatement.
4. With the current supply chain issue we are seeing within our industry, Clarke
has not proposed an increase. They have held their price since 2014.
5. Although they hold cooperative purchasing contracts with Sourcewell and
Suburban Purchasing Cooperative, the price they are offering the Village is
lower since we do our own catch basin treatments.
Clarke has held the mosquito abatement services contract with the Village for many years
and staff is extremely satisfied.
Recommendation
That the Village Board waive the formal bidding process and approve a contract
amendment with Clarke Environmental Mosquito Management, Inc., Roselle, Illinois, in
the amount of$212,715.00($70,905.00 for 2022, $70,905.00 for 2023 and$70,905.00 for
2024) for mosquito abatement services, and approve Resolution 2006.

Clarke Environmental Mosquito Management, Inc. (Clarke) hereby agrees to continue to
provide the professional mosquito control services to the Village of Oak Brook for 2022-
2024 seasons in accordance with the terms in effect under 2014 agreement. The price for
the 2022-2024 seasons shall be held at the 2014 agreement level of$70,905.00. Any new
areas or services may be added at the prorated cost in effect at the time.
As your committed partner in mosquito control, we thank you for the opportunity to
continue to provide services to the Village of Oak Brook.
