SUBJECT: Award of Contract—A Professional Engineering Services Agreement for
the Design of the Harger Road STP Resurfacing Project.

BUDGET SOURCE/BUDGET IMPACT: $57,800 from account#461-76200.
RECOMMENDED MOTION: I move that the Village Board award a Professional
Engineering Services Agreement to Christopher B. Burke Engineering, Ltd. (CBBEL),
Rosemont, Illinois, in the amount of $57,800 for the design of the Harger Road STP
Resurfacing Project. Additionally, I move that the Village Board approve Resolution R-
1997.
Background/History: In coordination with Village Staff, Christopher B. Burke
Engineering, Ltd. prepared and submitted a grant application on behalf of the Village to
receive federal Surface Transportation Program (STP) funding in March of 2020. The
intent was to obtain funding for the resurfacing of Harger Road after the Harger Multi-Use
Path and the Harger Road Water Main Projects were completed.
As part of the Five-Year Capital Plan,in year 2023 it is proposed to resurface Harger Road
between Spring Road and Yorkshire Woods following the water main replacement project
scheduled for 2022.The construction process of the project will be funded by using federal
STP and local MFT funds. Therefore, IDOT procedural guidelines will be met and their
approval will be required.
The estimated construction budget for this project is $600,000, of which a federal grant of
up to $420,000 will offset the total construction cost. It is anticipated that the project will
be designed in 2022 for the contract to be placed on the November 2022 IDOT letting. The
timeline for the project is to have final plan drawings and the final construction engineering

and local agency agreements submitted to MOT by August 8t'to meet that November
deadline.
Recommendation: That the Village Board award a Professional Engineering Services
Agreement to Christopher B. Burke Engineering,Ltd. (CBBEL),Rosemont, Illinois,in the
amount of $57,800 for the design of the Harger Road STP Resurfacing Project.
Additionally, I move that the Village Board approve Resolution R-1997.
