SUBJECT: Proposal Approval — A Proposal Supplementing the Design Engineering
Services Agreement for the Harger Road STP Resurfacing Project.

BUDGET SOURCE/BUDGET IMPACT: $24,370 from account#461-76200.
RECOMMENDED MOTION: I move that the Village Board approve the proposal
supplementing the Design Engineering Services Agreement for the Harger Road STP
Resurfacing Project submitted by Christopher B. Burke Engineering, Ltd. (CBBEL),
Rosemont, Illinois, in the amount of$24,370 for additional design services related to the
rehabilitation of the Harger Road Bridge over Salt Creek.
Background/History: On January 25, 2022, the Village Board awarded Christopher B.
Burke Engineering, Ltd. (CBBEL) a Professional Engineering Services Agreement for the
design plan preparation of the Harger Road STP Resurfacing Project scheduled for 2023
which postdates the water main replacement scheduled to be completed in 2022.
Upon approval of the design contract, CBBEL and Village Staff participated in a kick-off
meeting with the Illinois Department of Transportation (IDOT). During that meeting,
IDOT concluded that the Village was required to coordinate with the Illinois State Toll
Highway Authority(Tollway) regarding the proposed resurfacing project and omission of
the Harger Road Bridge over Salt Creek which is under Tollway jurisdiction.
Per email correspondence received on March 18, 2022, the Tollway requested that the
Village address some of the suggested bridge repairs that were noted in their latest Bridge
Defect Summary Report dated May 10, 2021, as part of the Harger Road STP Resurfacing
Project. If the Village is agreeable to expanding the project limits to include these bridge
repairs, the Village and Tollway would enter into an intergovernmental agreement (IGA)
that details the Tollway's obligation for reimbursing the Village for all design engineering,
construction, and construction engineering costs related to the bridge repairs.

SCOPE OF SERVICES AND FEES
CBBEL will perform an initial site visit to verify the Tollway's recommended repairs.
CBBEL will measure the approximate limits of repair at accessible areas. The required
repair areas at top of piers and abutments will be estimated. There will be no concrete
sounding, hands-on inspection or chain dragging of the deck during this visit. CBBEL
will prepare the plans, specs, and cost estimate to complete the requested repairs.
The followings are sheet lists and fees for each task:
1. Field Visit $3,080.00
2. General Plan and Elevation, General Notes and Bill of Materials $3,780.00
3. Parapet Repair Plan, Elevation and Details $2,240.00
4. Deck Joint Replacement Details $2,310.00
5. Substructure Repair Plans $4,900.00
6. Quantities, Estimates, and Specifications $2,670.00
7. Incorporating Tollway Review Comments $2,940.00
8. Coordination $2,450.00
Total Fee = $24,370.00
We would like to establish our contract in accordance with the Village of Oak Brook's
approved Engineering Services Agreement, Rider No. 1, General Terms and Conditions
and Standard Charges.
It is understood that this agreement may be terminated by either party upon 60 days
written notice.
Please sign both copies of the agreement and return one to us as an indication of
acceptance and notice to proceed.

Design of Harger Road Bridge Repairs
Dear Mr. Valent:
Christopher B. Burke Engineering, Ltd. (CBBEL) is providing this proposal to supplement
our professional engineering services agreement for the Harger Road STP Resurfacing
Project. Included below you will find our Understanding of the Assignment, Scope of
Services and Determination of Fee.
UNDERSTANDING OF THE ASSIGNMENT
Christopher B. Burke Engineering, Ltd. (CBBEL) is currently under contract for design plan
preparation (Phase I and Phase II Engineering) related to the preparation of the bidding
documents and plans for the Village's Harger Road STP Resurfacing Project. Upon
approval of the design contract, CBBEL and Village Staff participated in a kick-off meeting
with the Illinois Department of Transportation (IDOT). During the kick-off meeting, IDOT
concluded that the Village was required to coordinate with the Illinois State Toll Highway
Authority (Tollway) regarding the proposed resurfacing project and omission of the Harger
Road bridge over Salt Creek which is under Tollway jurisdiction.
Per the email correspondence received on March 18th, the Tollway requested that the

engineering, construction, and construction engineering costs related to the bridge
repairs. A summary of the additional design engineering tasks and associated fees
required to accommodate this request are as follows:
Since the Harger Road STP Resurfacing Project is a Village coordinated project already in
its engineering phase, a supplemental proposal from CBBEL for additional design
engineering tasks and associated fees required to accommodate this request has been
submitted for approval. Again, through the IGA with the Tollway that will be presented to
the Village Board for approval at an upcoming meeting, 100% of these engineering costs
is to be paid for by the Tollway. Also of note is the fact that federal grant dollars were
awarded for this project based on a commitment from the Village that the project would be
awarded during the 2022 State fiscal year. As such, prefinal plans must be submitted to
IDOT by August 12, 2022, so time is of the essence.
A final item of importance worth mentioning is the inconvenience that both the water main
replacement in 2022 and resurfacing in 2023 will have on our residents, business owners,
and commuters. The recently completed York/Harger Intersection Improvements is a good
example of this. Should the Village Board choose to not approve this supplemental
proposal, as well as the upcoming IGA, repairs to the Harger Road Bridge will not occur
during this construction process, but rather at a later date when the Tollway makes the
decision to perform the bridge repairs on their own schedule. This would introduce yet
another inconvenience to the community.
Recommendation: That the Village Board approve the proposal supplementing the
Design Engineering Services Agreement for the Harger Road STP Resurfacing Project
submitted by Christopher B. Burke Engineering,Ltd. (CBBEL),Rosemont, Illinois, in the
amount of$24,370.
