SUBJECT: Interim Fire Chief Services-Renewal

BUDGET SOURCE/BUDGET IMPACT: $12,500 per month from 711-76700 Contract
Services,to be offset from savings in the reduced personnel expense line items.
RECOMMENDED MOTION: I move to approve Resolution 2022-AG-FD-INTCHF-R-
2007 to approve an agreement with James E. Arie to provide Interim Fire Chief services
and authorize the Village Manager to execute the agreement on behalf of the Village.
Background/History:
In August of 2021, the Village's Fire Chief submitted his resignation after seven years of
service. The department's authorized strength did not fund a Deputy Chief to assume
leadership responsibilities. Since there was a shortage of available staff to perform Interim
Fire Chief duties, the Village Board approved a professional services contract with James
E.Arie to provide for an Interim Fire Chief. That contract was valid through December 3,
2021. Since that time, the Village has executed three extensions of that contract as they
underwent a permanent replacement Fire Chief recruitment process. At present, that
recruitment discussion is ongoing.
The extensions carried the prior contract to March 3, 2022. At that time, the Village
Manager executed the attached new ninety day contract to preclude a gap in services,
carrying the term to June 3,2022 with options again for monthly renewals thereafter. Due
to spending authority limitations, the Village Board now needs to ratify this contract
approval.
Chief Arie has offered to enter into a new contract for Interim Fire Chief services,at a cost
of$12,500 per month. While this rate is slightly higher than his prior contract, it remains
well below the cost of the permanent full-time position with all benefits and pensions

overlaid upon it, representing a net savings to the Village. Other changes to the contract
include a syncing of the mutual termination clause at fourteen days from either party and
nominal language changes relative to the contract being a renewal, rather than a new
agreement.
Recommendation:
Staff recommends that the Village Board approve Resolution 2022-AG-FD-INTCHF-R-
2007 to approve an agreement with James E. Arie to provide Interim Fire Chief services
and authorize the Village Manager to execute the agreement on behalf of the Village.
